On the afternoon of September 23, the monitoring delegation of the National Assembly Delegation of Nghe An province had a working session with the Provincial Police under the thematic monitoring program on the settlement of complaints, denunciations and petitions of citizens transferred by the National Assembly Delegation of the province.

Increase petitions under provincial authority
According to a report from the Provincial Police, recently, the number of complaints and denunciations in Nghe An Police has shown signs of increasing.
Some cases are complex in nature and have a direct impact on the work of ensuring security and order in the area, especially some cases that have been resolved by competent authorities according to legal regulations, but citizens still deliberately continue to complain and denounce in order to claim illegal rights, affecting the security and order situation in the area.

The petition mainly focuses on difficulties and problems in land acquisition, compensation, site clearance, land disputes, illegal mining, environmental pollution, food safety, state management of order, road traffic safety, security, order... and complaints and denunciations related to the activities of officers and soldiers of Nghe An Police in the process of performing official duties.

However, the work of receiving citizens and handling complaints and denunciations is always strictly implemented by the Provincial Police. Special attention is paid to arranging staff to do the work of advising on handling complaints and denunciations who are proficient in the profession and have the ability to guide, explain and persuade citizens to understand and comply with the law.

Particularly, the number of petitions sent by the Provincial National Assembly Delegation to the Provincial Police from 2024 to present is 19 petitions, with 15 cases. The petitions have been considered, processed, resolved by the Provincial Police according to regulations or transferred to competent authorities for resolution.
However, there are still a number of petitions containing crime denunciations that have been handled by the District Police Investigation Agency and have not been resolved and are temporarily suspending the handling of crime information; or have been transferred to the Provincial Police Investigation Agency after the District Police stopped operating, so there has been no notification of results and no final response to the Provincial National Assembly Delegation.

At the meeting, the participants also clarified some difficulties in classifying and resolving petitions; the pressure when the number of petitions and complaints under the authority of the Provincial Police increased significantly when the activities of the District Police were stopped; the staff of staff advising and resolving petitions and complaints at the Commune Police were still limited, affecting the quality of petition resolution at the commune level.

Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation highly appreciated the seriousness, responsibility and good implementation of the work of handling complaints and denunciations under the authority of the Provincial Police.
The provincial police have also developed a procedure for handling petitions and letters, assigning responsibilities to each agency, unit and individual; regularly monitoring the progress and quality of settlement, ensuring compliance with legal regulations, meeting the rights of organizations and individuals; contributing to ensuring security and order in the area.

Affirming that the Police is the core force in ensuring security and order and that properly handling complaints, denunciations, recommendations and reflections from citizens is also an important factor in ensuring security and order; The Deputy Head of the Provincial National Assembly Delegation hopes that the Provincial Police will continue to pay attention to doing better in receiving people and handling petitions.
Special focus on resolving complicated and prolonged petitions that affect many people, in order to prevent mass complaints and possible "hot spots" of security and order.
The process of handling petitions needs to be associated with propaganda work, raising legal awareness and vigilance among people, especially against acts of taking advantage of trust to appropriate property and fraud in cyberspace.
Receiving the suggestions and recommendations of the Provincial Police Department regarding amendments and supplements to legal regulations to overcome difficulties and problems related to the settlement of complaints and denunciations; The Deputy Head of the Provincial National Assembly Delegation also requested the Provincial Police Department to strengthen coordination with the Provincial National Assembly Delegation and relevant agencies and units in effectively resolving petitions and letters.
