Delegate Nguyen Thanh Hien assessed that in recent times, the number of fisheries control forces at sea has been sparse, the specialized inspection force has not operated effectively due to lack of funding, limited authority, unclear boundaries and old equipment... so inspection has not been effective in preventing, and destructive fishing tools have caused the depletion of aquatic resources, especially coastal aquatic resources.

Therefore, it is necessary to have a fisheries control force to regularly patrol, control, promptly detect and coordinate with other forces to support fishermen.

“I agree with the plan to establish fisheries inspectors at the central level and in some coastal provinces and cities with specific characteristics. However, local fisheries inspectors will be established on the basis of converting and restructuring the local fisheries inspection force so as not to increase the apparatus and staff,” said delegate Hien.

Regarding the operating budget for the fisheries surveillance agency, the Deputy Head of the Provincial National Assembly Delegation agreed with the policy of allowing the Fisheries Surveillance Agency to use a portion of the budget collected from administrative fines for its operations.

However, according to Mr. Hien, this regulation only applies at the present time when the State budget for the activities of the Fisheries Surveillance is still very limited. Perhaps in the near future, when the budget conditions ensure that the Fisheries Surveillance force can complete its tasks well, this regulation will no longer have practical meaning.

Therefore, delegate Nguyen Thanh Hien proposed not to stipulate the content of Clause 2, Article 94 in the draft Law but to assign the Government or the Ministry of Finance to stipulate when guiding this law.

Also related to this bill, the delegate from Nghe An delegation said that,SFinancial support for insurance purchases in aquaculture, fishing vessels, and offshore fisheries logistics service vessels is necessary.

“The implementation of insurance policies is to help fishermen go offshore, participate in protecting the country's sovereignty and islands, mobilize social resources; and contribute to sharing the responsibility of handling risks with the people,” said delegate Thanh Hien.

However, according to Mr. Hien, it is necessary to build a roadmap suitable for the country's economic development process and the national budget to ensure the feasibility of the Law.

Therefore, in Clause 2, Article 6 on support policy, delegate Thanh Hien suggested that the Drafting Committee add the provision "assigning the Government to guide implementation" to be implemented during the law enforcement process, because this is an open provision, depending on "each period and the capacity of the State budget".

Delegate Nguyen Thanh Hien suggested that the Law should not stipulate the allocation of sea areas to foreigners for aquaculture, because this is a sensitive issue related to national defense and security.

Mr. Nguyen Thanh Hien also agreed with the plan to establish a Fund for the protection and development of aquatic resources at the central and provincial levels; and proposed that the National Assembly consider regulating that fishing vessels with a length of 6 meters or more must be inspected, classified and granted a technical safety certificate.

Regarding prohibited acts in fisheries activities, Mr. Hien suggested that the Law should add the act "Prohibiting organizations and individuals assigned sea areas for aquaculture from changing the purpose of using the sea area without permission from the competent authority"./.
