- Overall project for socio-economic development in ethnic minority and mountainous areas and areas with especially difficult conditions.
- Draft Resolution on tax debt relief, late payment penalty cancellation, late payment interest for taxpayers who are no longer able to pay the state budget.
- Delaying the collection of fees for granting mineral exploitation rights and water resource exploitation rights.
According to the report, the country is expected to fully complete the socio-economic development goals for 2019, the second consecutive year that all 12 main targets have been achieved and exceeded, of which 5 targets exceeded the plan. Our country ranked 8th among the best economies in the world for investment in 2019, up 15 places compared to 2018. The World Economic Forum assessed that Vietnam's competitiveness has improved significantly in all 3 pillars of institutions, infrastructure and skills, ranking 67th out of 141 countries and territories, up 10 places compared to 2018.
Agreeing with the contents presented in the report, delegate Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province commented that in 2019, the Government, ministries and branches had many innovations in their working methods. Ministries, branches and localities focused on resolving voters' recommendations, which also created efficiency in management and administration. 55% of communes have built new rural areas and fundamentally changed their production methods.
However, the socio-economic situation still faces many difficulties such as:Management work is not guaranteed, inspection and examination work is not regular, only when unfortunate incidents occur will solutions be sought; Drug crimes continue to develop complicatedly; management, protection, forests, land, mineral and environmental management are still inadequate; the issue of land allocation for production to ethnic minorities is slow to be implemented..

Therefore, delegate Nguyen Thanh Hien proposed to soon approve the Master Plan for investment in socio-economic development in ethnic minority and mountainous areas, areas with especially difficult conditions in the period of 2021 - 2025. Improve the effectiveness and efficiency of state management, promote inspection, examination, and settlement of complaints and denunciations; Strengthen national defense and security potential, maintain political and social stability.

Delegate Nguyen Van Chi said that we need to stimulate domestic consumption to facilitate the development of domestic goods; there needs to be tax management measures to gain real business profits. The report needs to clarify the policy change target to achieve a revenue of more than 300 trillion VND and needs to be included in the program plan for implementation; at the same time, issue a decision on the level to create revenue space.
Regarding Decree 20 on transfer pricing, delegate Nguyen Van Chi also said that businesses still face many difficulties. However, regarding the difficulties in interest rates on loans, it is necessary to study and amend them to remove obstacles for businesses.
Delegate Nguyen Huu Cau said: For many years, the Party and the State have paid attention to ethnic minorities. However, they still lack food, clothing, electricity, education, land for production and clean water. The delegate also suggested that the entire Party and people should focus on the mountainous areas because the ethnic minorities are still facing many difficulties. For projects that are suspended and cause waste, a resolution should be issued to handle suspended projects.

According to delegate Ho Duc Phoc, in order to develop the economy, it is necessary to create conditions for businesses to develop. Focus on resolving backlogs and removing obstacles for socio-economic development (public investment, removing difficulties in land; handling obstacles between the Law on Public Investment, Law on Planning, Law on Construction, etc.); Focus on solving current problems: drugs, environment, air pollution, water resources, food safety and hygiene to improve people's lives and health to ensure sustainable development of society.
