National Assembly delegates from Nghe An propose solutions to overcome the situation of prices increasing before wages

(Baonghean.vn) - On the morning of October 24, continuing the 6th Session, the 15th National Assembly held discussions in groups. The Nghe An National Assembly delegation discussed in Group 3 with the National Assembly delegations of Quang Ngai and Bac Kan provinces on socio-economic and budget revenue issues.

The discussion session was attended by delegate Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; delegate Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, delegate of Quang Ngai delegation. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province chaired the discussion.

National Assembly Delegate of Nghe An Thai Van Thanh - Director of the Department of Education and Training of the province expressed his high consensus on the implementation of salary reform. However, he said that the most difficult thing now is to build a job position project accurately, in accordance with the nature of the work.

Therefore, the process of building job positions needs to have scientific and strict criteria to avoid discrepancies between industries, inadequacies, and difficulties in implementation in practice; how to reform salaries for cadres, civil servants, and public employees to wholeheartedly devote themselves to their profession.

Delegate Thai Van Thanh also conveyed the wishes and suggestions of voters on the implementation of the Project, the salary increase roadmap is decided by the National Assembly, implemented by the Government, but the timeline should not be announced early; once announced, it should be implemented immediately to avoid the situation where salaries have not increased or have not received salaries but prices have increased.

Regarding the socio-economic situation, Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee, delegate of Nghe An delegation raised concerns about the recent frozen real estate market, affecting revenue and many other economic sectors, as well as employment.

Believing that a hot or cold real estate market is not good, he suggested that the Government study and have appropriate policies to develop a healthy real estate market.

The delegate from Nghe An also suggested that the Government study solutions to solve employment problems and ensure social security for workers, such as: Having support policies for businesses that employ a lot of workers or businesses that consume agricultural and forestry products.

Deputy of the Nghe An delegation Nguyen Van Chi - Standing member of the Finance and Budget Committee of the National Assembly said that the verification report of the Economic Committee of the National Assembly on the socio-economic situation has many valid opinions that need to be focused on and discussed carefully to have solutions to overcome and resolve; especially major issues such as: "The economy is thirsty for capital but has difficulty absorbing capital".

The main growth drivers of the economy have slowed down; especially the three drivers of investment, export, and consumption of the economy are facing difficulties. The size of the budget is also narrower than in the previous period; the budget mobilization ratio compared to GDP, as well as the revenue from taxes and fees, are also decreasing.

Delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province proposed to review the Law on Grassroots Democracy Implementation in 2022; the Law on Vietnam Fatherland Front 2015; the Law on Organization of People's Courts; the Law on Promulgation of Legal Documents (amended in 2020) to overcome some shortcomings and difficulties in the implementation process.

Currently, the results of reviewing legal documents are being classified by field. Delegate Thai Thi An Chung - Deputy Head of the National Assembly Delegation of Nghe An province said that it is necessary to clearly define the list or appendix of documents with conflicts, overlaps or documents with problems and inadequacies.

Because there are conflicting and overlapping documents, there are handling principles in the Law on Promulgation of Documents, which is to prioritize documents issued later or prioritize specialized documents. As for documents with problems and inadequacies, there must be a separate appendix and a plan to handle those problems and inadequacies.

Delegate Thai Thi An Chung cited evidence that, through a review of Nghe An province, there are problems in the planning sector. Specifically, according to the Planning Law, the approval of planning and the plan to implement provincial planning are under the authority of the Prime Minister.

According to the viewpoint of the delegate of Nghe An delegation, when the provincial planning is approved by the Prime Minister, the plan to implement the provincial planning should be transferred to the provincial level for approval to shorten procedures and time.

On the other hand, regarding capital allocation for planning work, the Law on Planning stipulates that costs for establishing, appraising, deciding, announcing, and adjusting plans and projects are used from public investment capital.

However, implementing the Law on Public Investment causes difficulties because public investment capital has been allocated from the beginning of the period, so it is necessary to review this regulation.

Especially related to public investment, after reviewing the Law on Public Investment, there are many problems. The delegate of Nghe An delegation cited the example of the Ban Mong Reservoir project implemented in Nghe An based on the Prime Minister's approval of the investment policy in 2006 and the Ministry of Agriculture and Rural Development's approval of the investment project in 2009. The project was implemented in 2010 but has not yet been completed. The implementation time is long and some items need to be adjusted, so the budget allocated for the project has increased; therefore, it is necessary to issue a decision to adjust the investment policy.

However, according to delegate Thai Thi An Chung, because the Law on Public Investment has transitional provisions but does not mention cases such as the Ban Mong Reservoir, although Nghe An province has coordinated with relevant ministries and branches to resolve problems and up to now the dossier has been agreed upon by the Ministry of Agriculture and Rural Development, ministries and branches, and submitted to the Prime Minister, there has still been no decision to adjust the investment policy, leading to the project not being able to continue implementation.

While this is one of the projects that the National Assembly has put on the list of projects that are behind schedule through monitoring of thrift practice and waste prevention. Therefore, if not thoroughly resolved, it will lead to investment waste.

Based on those analyses, the Deputy Head of the National Assembly Delegation of Nghe An province suggested that every year, ministries and branches should be requested to review and when there are results, the responsibilities of ministries and branches should be assigned to promptly provide specific advice to promptly amend and supplement documents that are contradictory, overlapping or problematic and inadequate in legal documents.

Mr. Vi Van Son - National Assembly Delegate of Nghe An delegation reflected that the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021 to 2025 has 10 projects, 14 sub-projects, 36 contents related to many sectors and levels.

This is a new national target program that is being implemented for the first time, so it is difficult to implement. Therefore, the delegate of Nghe An delegation proposed to allow the disbursement of investment capital to be extended for the entire medium-term period; research to have a reward policy to motivate especially disadvantaged communes and villages to escape this situation.

Delegate Vi Van Son also proposed to study and change the form of capital allocation in the direction of allowing localities to proactively allocate to the contents, not to each project or sub-project as is currently the case, to create flexibility for localities; the current annual capital allocation should be adjusted in the direction of medium-term allocation; at the same time, it is necessary to continue to review and amend a problematic regulation.

Speaking at the discussion, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy - Head of the provincial National Assembly Delegation proposed adjusting the content on submitting, approving and assigning the medium-term public investment plan with state budget capital and the conditions for programs, projects, tasks and other public investment objects to be allocated capital for the annual public investment plan as prescribed in the 2019 Law on Public Investment to ensure continuity in the allocation of public investment capital between the two terms.

Delegate Thai Thanh Quy also proposed that the National Assembly agree with the Government's proposal to support localities facing difficulties in the 2024 State budget revenue estimate; the central budget supports a 2% increase in revenue for localities to compensate for the local budget's revenue reduction compared to the 2023 estimate.
