Party Congress of the Department of Labor, War Invalids and Social Affairs for the 2020 - 2025 term

On the morning of May 20, the Party Committee of Labor, Invalids and Social Affairs held the 12th Congress of Delegates for the 2020-2025 term. Attending the congress were representatives of the Party Committee of the Provincial Agencies; departments, branches and 127 party members.

Select key tasks and solutions

In the 2015 - 2020 term, the Party Committee of the Department of Labor, Invalids and Social Affairs has focused on leading and directing the basic completion of the set goals and tasks, creating important and quite comprehensive changes in the leadership of implementing political tasks and Party building work. The leadership method has many innovations, focusing on problems that are entangled and newly arising from practice, while selecting key tasks and solutions with breakthroughs in each year; the leadership capacity, fighting strength of the Party organization, and the quality of Party members have been gradually improved.

Over the past 5 years, the Department has effectively implemented the Technical Labor Training Project for the period 2012-2020, poverty reduction policies, etc., increasing the rate of trained workers from 55% in early 2015 to 65% in 2020 (an increase of 10%), reducing the poverty rate to 4.0% by the end of 2019. Timely resolving policies and regimes for over 94,100 cases, promptly paying regular preferential subsidies to 71,900 meritorious people with a payment amount of nearly 126 billion VND/month.

The "Repaying gratitude" movement continues to be widely socialized, the whole province mobilized more than 96.7 billion VND; donated over 7,800 savings books to people with meritorious services, with a budget of nearly 5.4 billion VND; Supported the construction of over 1,000 new houses for war invalids and people with meritorious services; The rate of children in special circumstances being protected and cared for increased from 87% in 2015 to 92% in 2019; Up to now, the whole province has had 19/24 (79%) targets belonging to the goals of the National Strategy on Gender Equality for the period 2011-2020 achieved and exceeded the set plan. Notably: The rate of female National Assembly deputies for the 2016-2021 term reached 30.8%, the rate of female People's Council deputies at all levels increased compared to the previous term.

With the theme "Solidarity, democracy, discipline, setting an example; innovation, creativity, improving the quality of implementing Labor work"-Meritorious People and Society; Building a Strong Party Organization", the congress determined that Party organizations, cadres, Party members and workers in the entire industry must improve their awareness, political theory level, expertise, professionalism, sense of responsibility and advisory capacity; promptly organize the implementation of the Party's guidelines and policies and the State's policies and laws; promote the tradition of solidarity; fulfill the responsibility of setting an example; strengthen discipline and administrative discipline, strive to excellently complete political tasks, and build a clean and strong Party organization.

Continue to improve the leadership capacity of Party committees and organizations; focus on leading the implementation of Labor - Meritorious People and Social Affairs work in the province; build a contingent of cadres and Party members who are politically steadfast, have pure moral qualities, and have the capacity to meet the requirements of assigned tasks; build clean and strong Party organizations, unions, agencies, units...

Improve the quality, advise the Provincial Party Committee, People's Council, and Provincial People's Committee to issue Directives, Resolutions, Decisions, plans, mechanisms, and policies, to enhance the effectiveness and efficiency of state management in the field of Labor - Meritorious People and Social Affairs in the province.

Continue to promote administrative reform in all areas of the industry; perform well the tasks of the industry at the Provincial Public Administration Center; continue to review and reduce the time of administrative procedures, bring some public services to level 3 and level 4; strongly apply information technology in management, direction, operation and implementation of assigned tasks.

Analyze and forecast labor resources and strengthen training of high-quality human resources, solve employment problems, develop domestic labor market, export labor, especially high-income markets such as Japan, Korea, European countries, etc.

Strive to have no more poor households with meritorious people by the end of 2020; improve the quality of consulting on sustainable poverty reduction, making a breakthrough compared to the past.

Focus on implementing the Project on reorganizing the apparatus, streamlining the payroll and restructuring the staff, civil servants and public employees of the Labor - Invalids and Social Affairs sector for the period 2018 - 2021 and the following years; conduct assessments and reorganize the staff, civil servants and employees; meet the requirements of the tasks of each agency, unit and the whole sector.

The Congress elected a new Executive Committee of 11 comrades and elected a delegation of 5 comrades to attend the higher-level congress. Comrade Doan Hong Vu - Member of the Provincial Party Executive Committee, Director of the Department of Labor, Invalids and Social Affairs continued to be elected as Party Secretary.

SomeSpecific targets:

1. Leaders effectively implement the employment program, striving to create jobs for an average of 37,000 - 38,000 workers per year (including 13,000 - 14,000 workers exported). The unemployment rate in urban areas in 2025 will be below 3%.

2. Strive to enroll an average of 63,000 - 64,000 people each year in vocational training and education, and by 2025, bring the rate of workers receiving vocational training and education to 68%.

3. Reduce the average poverty rate by 1-1.5%/year according to the national poverty standard for the period (2021-2025).

4. Timely implement policies for people with meritorious services to the revolution and social protection beneficiaries. Strive to have no poor households of people with meritorious services; 100% of families of people with meritorious services have a standard of living higher than or equal to the average standard of living of the residential area.

5. Annually complete drug addiction treatment targets for drug addicts at centralized drug addiction treatment facilities and at home and in the community; over 80% of drug addicts at the treatment facilities receive vocational training and vocational training.

6. On average, 96-97% of children in especially difficult circumstances receive care and attention every year.
