The most special avenue in Vietnam will open at the end of 2018

The project to build a road connecting Vinh - Cua Lo has a total length of 10.832 km, starting point km0+00 intersecting Truong Van Linh Street - Vinh City, ending point km10+832 intersecting Binh Minh Street - Cua Lo Town, passing through Vinh City (3.4 km), Nghi Loc District (4.8 km) and Cua Lo Town (2.632 km).

This is considered by consultants and designers to be the most special avenue in Vietnam.

The project has a total investment of 1,411 billion VND, of which: Government bond source 1,100 billion VND; local budget source 311 billion VND.

Up to now, the Provincial People's Committee has decided to assign detailed plans for the 2017 Budget and Government Bond capital, in which the 2017 capital plan for the project is 600 billion VND.

Currently, the investor, the Department of Transport, has organized a bidding process to select a construction contractor. Construction is expected to begin on November 15, 2017, and the asphalt concrete pavement will be completed in December 2018.

The project has cleared 6.35 km of land; 4.48 km remain (0.8 km of agricultural land; 3 km of residential land; 0.68 km of cemetery land).

At the meeting, the representative of the Department of Transport said that the project is currently facing many difficulties. The recovery of the advance payment of 19.4 billion VND of the old project is still slow and does not comply with the direction of the Provincial People's Committee. It is requested that localities urgently focus on finalizing and completing the recovery of the advance payment that has not been implemented.

The final settlement of the construction volume of the Vinh - Cua Lo Boulevard project has been completed, however, there is still a shortage of 23.99 billion VND to pay the construction unit. Many households do not agree with the compensation price for residential and agricultural land.

“The People’s Committees of Nghi Loc district, Cua Lo town and Vinh city need to propagate, mobilize and explain to households to gain consensus; check and consider to determine the specific land prices of the plots, ensure the rights and obligations of affected households to promptly approve the compensation plan. At the same time, complete the procedures for compulsory inventory and forced land recovery when necessary.”- Deputy Director of the Department of Transport Nguyen Huu An suggested.

In addition, resettlement work, basic construction procedures for Nghi Phu 2 Primary School, appraisal of design documents, construction drawings and estimates... are still stuck.

After listening to the opinions of localities and departments, speaking at the meeting, comrade Huynh Thanh Dien emphasized that the Vinh - Cua Lo Boulevard Project is an important project, connecting the two urban areas of Vinh City and Cua Lo Town. Although it is a key project of the province, there are still many problems, both in terms of capital and site clearance...

Currently, industries and investors have made efforts to implement and make changes, but coordination has not been really effective in resolving problems, leading to slow site clearance progress.

Based on the consensus with the sectors and recommendations of relevant units, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien requested to focus on site clearance to complete within the committed time frame; organize construction to ensure quality and progress, striving to open the route by the end of 2018.
