From March 15, the Ministry of Information and Communications will no longer license joint television programs, but will leave the responsibility to the heads of television stations. Stations are not allowed to carry out joint production for political news radio and television programs.

The above information was given at a press conference introducing Decree No. 06/2016/ND-CP on management, provision and use of radio and television services held on the afternoon of March 14 in Hanoi.
In March 2011, the Prime Minister issued Decision No. 20 on the Regulations on management of television service provision and content management on pay services.
Over the past five years, this Decision has achieved some goals, but it is still not enough and has not kept up with the development of the pay TV sector. This is the reason why Decree No. 06 was born.
According to Mr. Nguyen Ha Yen, Deputy Director of the Department of Radio, Television and Electronic Information (Ministry of Information and Communications), Decree No. 06 has many new points in the regulations on joint production of radio and television programs compared to Circular No. 19/2009/TT-BTTTT dated May 28, 2009.
Specifically, the Ministry of Information and Communications will not issue certificates for joint programs, but regulations on this issue will be recorded in the application for TV channel licenses of TV stations.
In addition, the Decree also stipulates that television stations are not allowed to carry out joint production activities for radio and television programs on political news; foreign program channels on pay radio and television services must not exceed 30% of the total number of program channels.
According to Mr. Hoang Vinh Bao, Director of the Department of Radio, Television and Electronic Information, not licensing joint programs will help increase the responsibility of television station leaders in linking with partners.
In addition, regulating the rate of foreign channels broadcast also encourages service providers to transmit more domestic TV channels.
Regarding the management of Internet TV channels that are actively providing services in Vietnam, Mr. Bao also said that this is a difficult issue and is being carefully studied. It is very likely that in April, the Ministry of Information and Communications will issue a document guiding the management of this issue...

At the press conference, Deputy Minister of Information and Communications Truong Minh Tuan emphasized that Decree 06 is a document that comprehensively regulates the management, provision and use of radio and television services nationwide in the direction of promoting the formation of a sustainable television market and healthy and equal competition.
The Decree also allows television stations to mobilize social resources to produce domestic television channels in a joint form to meet people's needs, especially programs related to history, culture, society, etc.
The Ministry of Information and Communications will study the removal of advertisements in general news programs. In addition, the responsibility for joint programs will help simplify administrative procedures and increase the responsibility of press agency leaders.
For its part, the Ministry of Information and Communications will conduct post-inspection and strictly handle violating press agencies.
According tostatisticalBy the end of 2015, the country had 31 service providers with 73 domestic television channels and 9 radio channels. The number of foreign television channels licensed for editing on the pay television system was 40 channels.
The number of pay TV subscribers is about 9.9 million, of which cable TV subscribers account for 80.8%. Total revenue from pay TV services is 9,624 billion VND, attracting about 9,500 workers.
The country has a total of 182 radio and television channels for promotion, including 105 television channels for promotion and 77 radio and television channels for promotion. Notably, there are 6 television channels operating without their own television broadcasting infrastructure, including VOV Television, People's Public Security Television, News Agency Television, National Defense Television, National Assembly Television, and People's Television.
