OPEN QUESTIONING SESSION

This is the last regular session of the Provincial People's Council for the 2016-2021 term, an opportunity for the Provincial People's Council to comprehensively evaluate and review the performance of the functions and tasks of the Provincial People's Council.

Therefore, for the first time in this term, the Provincial People's Council will not question by topic or specific field, but will conduct the questioning in an open manner, focusing on questioning the responsibilities of the Provincial People's Committee, heads of relevant departments, branches and sectors in implementing the requirements of the Provincial People's Council in resolutions on thematic supervision; reporting the supervision conclusions of the Standing Committee of the Provincial People's Council and announcing the conclusions of the questioning sessions of the session from the beginning of the term until now. In addition, the Provincial People's Council will also question other pressing issues that delegates and voters are interested in.

Since the beginning of the term, the Provincial People's Council has conducted 6 thematic supervision sessions, the Standing Committee of the Provincial People's Council has organized 5 supervision sessions; at the same time, the Provincial People's Council has conducted 8 question-and-answer sessions at meetings with many important contents. After the above activities, the Provincial People's Council has issued reports, resolutions on thematic supervision and announced the conclusion of the questioning to assign tasks to the Provincial People's Committee and relevant agencies to organize implementation.

Overall, the Provincial People's Committee, departments, branches and localities have basically seriously organized the implementation of the requirements through supervision and questioning of the Provincial People's Council, achieving many remarkable results, creating trust for the people of the province in the activities of the local government apparatus.

However, there are still many issues that need to be reviewed and re-evaluated, especially with outstanding, urgent issues to continue to have appropriate and positive solutions in the organization and implementation in the coming time.

In order for the questioning activities to achieve the highest efficiency, Chairman of the Provincial People's Council Nguyen Xuan Son requested that the Provincial People's Council delegates actively question, reflect the voters' wishes, ask short and clear questions, focus on the responsibilities of the Provincial People's Committee, departments, branches, and localities in implementing the conclusions of questioning and recommendations after supervision; debate, analyze, and clarify existing problems, unfinished tasks, clarify causes and responsibilities, and at the same time discuss and propose solutions that need to be continued.

The Chairman also requested that the directors of departments, heads of departments and branches need to go straight to the issues questioned by the People's Council delegates, clearly identify responsibilities, solutions and implementation roadmap in the coming time. The leaders of the Provincial People's Committee will answer and clarify further the contents under the authority of the Provincial People's Committee. After the questioning session, the Provincial People's Council will issue a Notice of Conclusion to transfer to the next Provincial People's Council for continued supervision and monitoring.

At the question and answer session, delegates focused on questioning many leaders of relevant sectors on the following issues: Multiple planning adjustments, violations in apartment projects, apartment management, especially in Vinh city; projects behind schedule and solutions for investors to implement projects on schedule, not leaving them "unfinished or prolonged".

In addition, some contents related to the Electricity sector such as: ensuring grid safety, restoring low-voltage grid, provincial area; Regarding the violation of high-voltage grid safety corridor. In addition, contents on compliance, operation, management of inter-reservoirs of hydropower plants, compliance with flood discharge regulations for downstream areas of hydropower plants were also questioned by delegates.

Speaking at the question and answer session, Chairman of the Provincial People's Committee Nguyen Duc Trung expressed his appreciation for the frank, profound and comprehensive opinions of the delegates; at the same time, he assessed that the open question and answer session had enhanced the responsibility of the Provincial People's Committee, relevant departments, branches and localities, and had taken the initiative in preparing content related to the responsibilities of each branch and locality.

Analyzing the situation, context and goals set for 2021 and the entire term, comrade Nguyen Duc Trung said: Immediately after the Provincial People's Council meeting, the Provincial People's Committee will deploy the plan to implement socio-economic development tasks and the budget plan for 2021; immediately implement the resolutions approved by the Provincial People's Council. However, through the question and answer session, the Chairman of the Provincial People's Council assessed that there are still many contents and tasks that have moved slowly, have not been completely resolved, and have lasted for many years, or there are still difficulties and problems that voters have repeatedly raised but have not been resolved. The causes of the shortcomings and limitations are both objective and subjective.

The meeting chairman requested that the Provincial People's Committee, sectors, levels and localities continue to pay attention to resolving the backlog, difficulties and concerns raised by delegates during the question and answer session. Implement well the spirit of the speech of the Provincial People's Committee Chairman and the commitments and promises of directors and leaders of sectors and localities during the question and answer session.
