Government-led public relations is not an abstract or general activity, but rather a method and approach used by state agencies and governments at all levels to create consensus and unity among the people and businesses for the development of the locality and to meet the desires and satisfaction of the people and businesses.

Listen to what the people have to say, and explain things so the people understand.
On February 15th, leaders of the Hung Nguyen District People's Committee, along with the Party Committee and government of Hung Nguyen town, held a meeting with residents in Block 10 to discuss the relocation of the cemetery and land clearance for the expansion project of the VSIP Nghe An Industrial Park.
At the meeting, district leaders announced the plan to relocate and clear the existing cemetery, and also provided information on three proposed locations for the new cemetery, allowing residents to provide feedback and make their choice. In a democratic, frank, and responsible manner, the concerns and wishes of the residents were thoroughly addressed and answered by the district and town authorities. They also affirmed their responsibility to plan a beautiful new cemetery location and facilitate the relocation of graves for the residents.
Besides relocating the cemetery, the town has recently carried out land reclamation and clearance of several agricultural land areas to serve the VSIP project. Although it has not been possible to satisfy all the wishes of the people, according to Comrade Le Thanh Binh - Secretary of the Party Branch and Head of Block 10: "The authorities at all levels have worked very smoothly and systematically through many steps, openly, democratically, respecting and listening to the opinions of the people, so the people have agreed to the land clearance. If we are not close to the people, do not 'listen to what the people say, explain it to the people so they understand,' and respect the people, it is difficult to create consensus from the people, even in building the town to meet the standards of a civilized urban area by 2024."

Over the past period, along with implementing socio-economic development targets and tasks with basic indicators achieved and exceeded, Hung Nguyen district has also focused on decisively directing many "difficult" tasks. These include completing the criteria and being recognized as a new-style rural district in 2024; completing land clearance for the North-South expressway project and continuing land clearance for the expansion of the VSIP Industrial Park, as well as transportation and irrigation projects; and completing the reorganization of commune-level administrative units in the 2023-2025 period… These are clear hallmarks of the government's public relations work in Hung Nguyen district.
Sharing lessons learned in government-led mass mobilization work, Comrade Le Pham Hung - Deputy Secretary of the District Party Committee and Chairman of the People's Committee of Hung Nguyen District, said: “In the process of directing, managing, and administering the State, the government at all levels focuses on closely following the practical situation, listening to public opinion to flexibly, creatively, and promptly address emerging issues. The district government and the communes and towns pay attention to resolving difficulties, obstacles, aspirations, and feedback satisfactorily, ensuring the legitimate rights of the people; effectively promoting the people's right to self-governance: 'The people know, the people discuss, the people do, the people inspect, and the people benefit'; promises made to the people must be fulfilled.”

In the process of directing, managing, and administering the State, the authorities at all levels focus on closely adhering to reality, listening to public opinion, and flexibly, creatively, and promptly addressing emerging issues.
In addition, the government intensified its efforts to engage with the people through various forms, both centralized and individual; leveraging the role of religious leaders, officials, and influential figures in the community to foster consensus and unity among the people in implementing policies, especially in land clearance and completing the criteria for a new rural district.

The shift in government-led mass mobilization work at all levels in the province over the past period is a shift in the government's management and operational methods. Instead of using administrative orders, the government has truly been close to the grassroots, closer to the people, "Listening to what the people say, explaining things the people understand, and earning the people's trust," "Respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people"; and promoting democracy, openness, and transparency in the management and operation of state agencies and governments at all levels.

Government-led public relations efforts involve innovation, creativity, expanding foreign relations, and improving the investment environment to attract investment resources and promote socio-economic development in each locality and the province as a whole; connecting and encouraging businesses to fulfill their tax obligations and actively participate in social welfare work.
Government-led mass mobilization is linked to strengthening government-led mass mobilization work, which in turn promotes administrative reform and civil service reform according to the "5 clear" principle: Clear job content, clear advisory department, clear individual leader in charge, clear completion time, and clear work output of the Provincial Steering Committee for Administrative Reform.
The system for receiving citizens by the Chairman of the Provincial People's Committee and at the district and commune levels is strictly implemented according to regulations, and citizen reception is strengthened when unexpected issues arise that fall under the authority of the heads of these levels.

In Anh Son district, the Chairman of the District People's Committee maintains a strict schedule of receiving citizens twice a month, with a total of 119 sessions and 406 citizen visits since the beginning of the term; at the same time, he directed the Citizen Reception Board to organize regular citizen reception at the headquarters with 88 citizen visits.
Comrade Hoang Quyen, Chairman of the Anh Son District People's Committee, stated: The citizen reception process is implemented thoroughly, clarifying the nature of the issue, the causes, and the responsibilities of all parties involved in a "three-way discussion" during the citizen reception session. Solutions are also clearly outlined based on prior on-site surveys conducted by the District Citizen Reception Board and relevant specialized agencies at the district and commune levels, as well as the individuals whose complaints arise. The resolution process is monitored, supervised, and reported promptly to the head of the government by the Citizen Reception Board for further guidance. The district also focuses on resolving complaints, emphasizing the responsibility of the heads of district-level agencies and units, and the People's Committees of communes and towns in advising and proposing the most optimal solutions, ensuring a balance between the interests of the State and citizens.
Difficult and complex issues continued to be discussed, leveraging the collective intelligence and responsibility through 47 working sessions to discuss solutions for a number of long-standing and complicated petitions organized by the district from the beginning of the 2020-2025 term to the present.
As a result, the rate of resolving complaints and petitions in Anh Son district from the beginning of the 2020-2025 term to the present has reached 98.3%. Through the results of receiving citizens and resolving complaints and denunciations, in addition to resolving difficulties and obstacles arising from the grassroots level, it has contributed to strengthening people's trust in the government that truly cares for the interests of the people.

In Nam Dan district, to achieve high efficiency in the work of the government apparatus, the district is promoting administrative reform, coupled with increased application of information technology, digital transformation, and enhanced sense of responsibility among officials and civil servants. This is based on focusing on the management, inspection, and supervision of the performance of duties by officials and civil servants, with clear assignment and delegation of responsibilities. In particular, the district has developed a framework of criteria for evaluating and classifying officials and civil servants from the district level down to the commune level.
The evaluation criteria framework for each job position and task includes a scoring system where the level of job completion corresponds to the number of points awarded. The application of information technology in handling work by officials and civil servants is given the highest priority in the scoring system. The People's Committees of districts and communes will strengthen public service inspections, check administrative discipline and order, and inspect administrative reform work at each level, with higher levels inspecting lower levels.
"Through these decisive and specific solutions, every official and civil servant in every position strives to complete their tasks at the highest level, promoting the implementation of political tasks at each level, agency, and unit, and increasing the satisfaction of the people and businesses," affirmed Comrade Hoang Nghia Hung, Head of the Internal Affairs Department of Nam Dan District.

Currently, with the requirement to accelerate the completion of the targets set in the resolutions of the Party Congresses at all levels for the 2020-2025 term; and simultaneously implement Resolution No. 39 of the Politburo on building and developing Nghe An province and Resolution No. 137 of the National Assembly on supplementing pilot mechanisms and specific policies for the development of Nghe An province, it is imperative that the authorities at all levels do a better job of government-led mass mobilization to create support and consensus from all strata of the people in the implementation process, contributing to promoting the overall development of the province in the new period and the satisfaction of the people and businesses.
