"Skilled mass mobilization" in some communes, wards, agencies and units is still done in general.

Summarizing the implementation of the "Skillful Mass Mobilization" movement in 2017, the Provincial Steering Committee said that in 2017, 21/21 districts, cities and towns organized to commend typical models of "Skillful Mass Mobilization" in the period of 2015 - 2017 with many diverse forms and high propaganda effectiveness.

In some districts such as Nam Dan and Hoang Mai, the People's Committees at all levels have paid attention to supporting the operating costs for the district steering committee from 20 to 30 million VND/year; the commune level from 3 to 7 million VND/year. The pilot models are supported by the district from 10 to 15 million VND/model; the units that have done well include Thai Hoa town, Vinh city, Tan Ky and Dien Chau districts.

In 2017, the whole province built 841/3544 new models and typical examples of "Skilled Mass Mobilization" in all fields, including many effective models and typical examples that have contributed to economic development, poverty reduction, new rural construction, maintaining national defense and security, preserving cultural identity, and building a strong political system.

The Steering Committees of localities have also actively and proactively advised Party committees, authorities, sectors, the Fatherland Front, unions, mass organizations and people of all walks of life in developing programs and implementing the emulation work content of "Skillful Mass Mobilization".

Some steering committees have advised the Party Committee to effectively organize activities to commend typical models and examples of "Skillful Mass Mobilization" 2017 on the occasion of October 15 such as Quynh Luu, Thai Hoa Town, Quy Hop, Nghi Loc... Some localities and units have done a good job of propaganda such as: Vinh City, Provincial Youth Union, Hoang Mai Town, Thanh Chuong, Nghi Loc, Que Phong districts...

In each specific field, there are many localities that have implemented effectively. For example, in the economic field, there are typical models such as Giai Xuan commune, Tan Ky district, Nghi Kim commune, Vinh city, some communes in Ky Son district such as Huu Kiem, My Ly, Muong Ai, Muong Long, Tay Son...

In the field of political system building, 427/418 communes, wards and towns have paid attention to and well implemented the direction of pilot activities of village, hamlet and commune mass mobilization teams such as in Con Cuong, Do Luong, Thanh Chuong districts...

In addition, the meeting also pointed out some limitations in the implementation of the emulation movement "Skilled Mass Mobilization" in 2017 that need to be overcome such as: The activities of some members of the provincial steering committee are still limited, reporting information is not timely. The movement "Skilled Mass Mobilization" in some communes, wards, agencies and units is still general, the model building is not specific; there is still confusion in choosing content, criteria for building models and typical examples.

Some Party committees and authorities have not fully understood the purpose and role of the “Skilled Mass Mobilization” movement, so the leadership and direction of the movement are not close to reality. The construction of models and typical examples of “Skilled Mass Mobilization” is not uniform in all fields and the preliminary and final summaries of experiences at the commune level are not regular; effective propaganda of the models is still limited…

The conference also set out tasks and solutions for 2018, focusing on the following basic contents: the content of the emulation movement "Skilled mass mobilization" must be associated with the work of Party building, government building and a clean and strong political system. Innovating mass mobilization work of all levels of government, state agencies and armed forces.

Strengthen inspection and supervision work. The focus of the "Skilled Mass Mobilization" movement needs to be on a number of areas such as economy, culture - society, national defense - security, Party building, building the political system of special regions...

In the second quarter of 2018, the Provincial Steering Committee will inspect the emulation movement "Skillful Mass Mobilization" at 6 units, at affiliated Party Committees, Party Delegations of the Vietnam Fatherland Front and mass organizations.
