Evaluation of 5 years of implementing the Project 'Building and developing Nghe An Provincial Political School'

On August 31, at the regular meeting in August 2021, the Provincial Party Standing Committee listened to and commented on the 5-year summary report on the implementation of Project No. 12-DA/TU, dated July 30, 2015 of the Provincial Party Standing Committee on building and developing Nghe An Provincial Political School for the period 2015 - 2020, with a vision to 2030.

After the project was issued, Nghe An province invested a lot of time and effort in leading and directing its implementation, so over the past 5 years, many targets and tasks have been achieved and exceeded the project plan. The Provincial Political School has clearly demonstrated its functions and tasks, proactively and actively advised the Provincial Party Committee and Provincial People's Committee to organize and coordinate the organization of many important provincial, national and international scientific conferences with high theoretical and practical scientific values, creating a great impression and influence, contributing to enhancing the position of the school in particular and of Nghe An province in general. Scientific research and practical summarization have achieved many outstanding results. The school's organizational structure has been streamlined and effective; the school's staff and lecturers are constantly trained, fostered, trained and matured in many aspects, ensuring the standards of the positions they are undertaking. The school's infrastructure system has been invested in, purchased, renovated, upgraded, and is increasingly large, synchronous, and spacious, gradually meeting the needs of teaching and learning.

However, 3/11 targets on training and fostering tasks; 1/06 targets on scientific research, summarizing practices; 2/6 targets on building organizational apparatus and staff of civil servants and public employees have not been achieved; 4/11 targets have not been achieved and 7/11 targets have not been implemented on facilities and teaching equipment. In addition, the dissemination and implementation of the project content in some localities and units is not complete and profound.

In addition to the fact that some documents of the Central Government have changed and adjusted, creating difficulties in the implementation process, some targets and tasks of the project are too high and not close to reality; the socio-economic conditions of the province still have many difficulties, so the budget and other resources for the construction and development of the Provincial Political School are not much; the survey, forecasting of needs and timely adjustment of inappropriate contents are the main causes of limitations in the implementation of the project.

In order for the Project on Building and Developing Nghe An Provincial Political School for the period 2015 - 2020, with a vision to 2030 to achieve good results, in the coming time, the Provincial Party Standing Committee will focus on leading and directing the effective implementation of the following key tasks and solutions:

Focus on building a Provincial Political School that meets the standards according to Regulation No. 11-QD/TW, dated May 19, 2021 of the Central Secretariat. Strictly implement the fact that the province has only one training and fostering facility for cadres, civil servants and public employees, which is the Provincial Political School, according to Decision No. 705/QD-TTg, dated June 7, 2019 of the Prime Minister. Effectively implement the objectives and tasks set out in the project in conjunction with the Project on Building a Training Program for Key Cadre Positions at the Grassroots Level for the 2019-2025 Period; Project on Building a Program and Content for Training Knowledge and Working Skills for Commune-Level Cadres and Civil Servants in the Province for the 2021-2023 Period of the Provincial Party Standing Committee. Focus on building the organizational structure, the team of lecturers, civil servants, and workers to ensure the structure, standards, and conditions for professional titles and job positions that meet the criteria of standard political schools. Build a team of part-time and part-time provincial lecturers to ensure stability and expertise. Pay attention to investing in building facilities, purchasing equipment, and operating means that have not been achieved or implemented in the period of 2015 - 2020, according to the goals and tasks of the project for the period of 2021 - 2025, with a vision to 2030.

The Provincial Party Standing Committee assigned the Provincial Political School to: Preside over and coordinate in advising on organizing provincial-level seminars, conferences, forums, and scientific topics according to assigned functions and tasks; send school representatives to participate in the Provincial Science Council. Adjust the training targets for intermediate political theory to ensure the ratio of centralized to non-centralized systems is at least 1/3. Adjust the targets for conducting scientific research to ensure the criteria of a standard political school according to Regulation No. 11-QD/TW, in which, in the period of 2021 - 2025, carry out at least: 5 scientific topics or projects at the provincial level or equivalent or higher; 5 scientific seminars or scientific discussions at the provincial level or equivalent or higher; 25 scientific topics at the school or faculty level; 15 scientific seminars or scientific discussions at the school level.

Develop a plan to implement the goals and tasks of the Provincial Political School annually in training, fostering, scientific research, and summarizing practices. Strengthen coordination between the school and relevant units and localities in building and developing the Provincial Political School; in which, pay special attention to closely and regularly coordinating with the Ho Chi Minh National Academy of Politics in the fields of expertise, profession, training, fostering, etc.; at the same time, always be active and proactive in the process of implementing the project, promptly detect difficulties and problems, and advise on timely solutions.

The Provincial Party Standing Committee also assigned responsibilities to departments, branches, sectors, the Fatherland Front, socio-political organizations at the provincial level; district, city, town Party Committees, and affiliated Party Committees to closely coordinate with the Provincial Political School in implementing the project.
