(Baonghean) - After the reorganization, the new Government has sent out a message of determination to strengthen discipline and administrative discipline, building an honest Government to serve the people better and better. That is what every citizen desires. But to achieve integrity, the first thing to do is to strictly handle dishonest acts.

The reason for raising such an issue is because the handling of officials and civil servants who commit violations in our country is not yet strict; not commensurate with the level of violation as well as the consequences caused. Especially for officials. Those in high or low positions, when committing violations, are often only reminded and criticized.

A little more serious is reprimand or warning. Even more serious is job transfer. Very few people are dismissed, fired or disciplined according to the law. However, the consequences are quite serious, causing public outrage.

The incident is so familiar that people consider the rotation and transfer of cadres as a form of discipline instead of legal regulations on the level of violations. For example, when the forest is destroyed by illegal loggers, the responsibility for the incident lies not insignificantly with the forest rangers and local authorities; but the district's competent officials, when strongly declaring that the district will direct stronger inspection and control of forest protection work, have proposed the rotation of local forest rangers.

Saying that is completely wrong because if violations are discovered during inspection and supervision, they must be handled according to the law, not transferred. If violations cannot be pointed out, it is not easy to transfer people.

Another thing that makes public opinion very upset is that when answering and explaining to the public about the handling method, most leaders of agencies and units with individuals who committed violations said that the handling of officials was in accordance with regulations and procedures.

That is why some leaders of units and agencies with individuals who have committed violations rely on that precedent to cover up and “leniently” cover up for their subordinates. It must be said frankly that sanctions such as “warnings”, “reprimands” and “job rotation” are not enough to deter and prevent violations. In some cases, rotation is even aiding and abetting violations. Some cases that the Party Central Committee is directing to clarify have partly proven that.

To end this, we need to agree that transfer is not a form of discipline. It is also not a sanction to deal with illegal acts and actions. Do not intentionally misunderstand or confuse concepts to avoid responsibility, cover up, or tolerate violations.
