According to the police, from February to June 2017, Do Chien repeatedly committed acts of domestic violence, beat his wife and children, and stole property, affecting local security.

In addition, Chien was also administratively punished three times by Phong My Commune Police for causing disorder in the village. In March 2017, the Chairman of Phong My Commune People's Committee decided to put Chien under the management and education of the commune, but during this time, the subject continued to violate the law.

With Chien's systematic violations, Phong Dien District People's Court decided to send him to compulsory education facility A1 (General Department VIII, Ministry of Public Security, located in Phu Yen province) to deter, educate and reintegrate him into the community soon.
