Promoting administrative reform and modernizing the tax sector

I am very honored to be elected by voters as a representative of the Provincial People's Council for the 2011-2016 term; with my working position and the knowledge and experience accumulated during my work, I personally wish and hope to be trusted by voters and elected as a representative of the Provincial People's Council for the 2016-2021 term. If elected, I will carry out my action program well with the following 5 specific contents:

First: Increase contact and dialogue with taxpayers to grasp tax policy problems and propose to competent authorities to supplement and amend. Timely grasp and take measures to correct negative manifestations of harassment by tax officials.

Second: Review and urge the settlement of voters' petitions: Upon receiving voters' petitions, it is responsible for studying and handling them promptly if the issue falls within its area and authority. If it falls within the authority of another agency, it will promptly forward it to the competent agency and person for settlement. At the same time, monitor and urge the settlement of these agencies to report to voters.

Responsible for fighting for the legitimate and legal rights of voters to be implemented. Especially the handling by State agencies and organizations is not correct, not reasonable and that handling harms the legitimate and legal rights and interests of the people.

Third: Actively participate with relevant sectors and levels to handle issues that are attracting the attention of voters in the province in general and Vinh City in particular; such as environmental pollution; food safety, employment, administrative reform... In the province's administrative reform, tax administrative procedure reform has a very important position and role to improve the investment environment and increase the provincial competitiveness index.

Fourth: Attend meetings and sessions of the Provincial People's Council with a high sense of responsibility. At the meetings, be responsible for reflecting on issues that voters are interested in, especially hot issues and issues that voters are concerned about so that the Provincial People's Council can take measures to handle them.

Actively research to participate with the highest sense of responsibility in important policies and measures for socio-economic development of the province and the city, and the Resolutions of the Provincial People's Council so that the resolutions of the Provincial People's Council can truly come into life. The leaders of the Nghe An Tax Department have exceeded the budget revenue target set by the Resolution of the 18th Provincial Party Committee.

To carry out this task, I have identified three key tasks that must be directed throughout the term from now until 2021: Strive to exceed the annual budget revenue estimate assigned by the Provincial People's Council; promote reform and modernization of tax administration, create the most favorable conditions for taxpayers in production and business and fulfill tax obligations and contribute to creating an equal business environment; Gradually improve the quality of staff (including professional ethics and professional qualifications) to meet the requirements of modern tax management. At the same time, improve the service quality and service attitude of officers and civil servants in the Tax sector.

If the voters trust, confide in, and elect me as a representative of the Provincial People's Council for the 2016-2021 term, I promise to continuously cultivate my qualities and ethics, improve my capacity and qualifications to fulfill and perform well the responsibilities of an elected representative. I will seriously and qualitatively implement the action program that I have reported to the voters, so that this is not only a promise to the voters before the election but must be demonstrated by results and by my specific actions after being elected.
