Promote industrialization and modernization of agriculture and rural areas

((Baonghean.vn) - Voters in Nghe An province proposed: The policy of our Party and State is "By 2020, Vietnam will basically become an industrial country". However, the process of industrialization and modernization of agriculture and rural areas has not received due attention, the pace is slow and there are many confusions; agricultural production is still spontaneous, unstable, and inefficient; many new problems arising in agriculture, rural areas, and farmers are slow to be resolved. It is recommended that the Government have drastic solutions to promote industrialization and modernization of agriculture and rural areas to meet the set goals.

The relevant authorities responded to this issue as follows:

Resolution 5 of the Central Committee (9th tenure) on accelerating the industrialization and modernization of agriculture and rural areas in the 2001-2010 period and Resolution 7 of the Central Committee (10th tenure) on agriculture, farmers and rural areas identified industrialization and modernization of agriculture and rural areas as the top priority task of the country's industrialization and modernization process.

The Government has institutionalized the Party's policies into mechanisms and policies for agricultural and rural development in the direction of industrialization and modernization. Thanks to that and with the attention and efforts of all sectors, all levels, and farmers, agriculture has continuously developed at a fairly high growth rate. The output of many products has increased sharply, quality has been improved, production organization has been innovated, infrastructure has been increasingly improved, and the level of science and technology has been raised.

Agricultural production not only meets abundant domestic consumption needs to ensure national food security, but also creates conditions for exporting many types of agricultural products on a large scale, making our country a major agricultural exporter in the world. Agricultural development has contributed significantly to job creation, increasing income for farmers, and actively supporting poverty reduction in rural areas.

However, agriculture also reveals many shortcomings and faces many challenges. First of all, the growth rate tends to slow down and is unsustainable; the competitiveness of many agricultural products is still low, the quality and efficiency are not high, while international competition is increasingly fierce. On the other hand, the conditions for agricultural development have changed a lot; domestically, consumers are more concerned about quality, food hygiene and safety; agriculture is shifting strongly to commodity production; competition for resources is increasing; climate change has complicatedly changed the agricultural production environment.

In that context and implementing the policy of renewing the growth model and restructuring the economy according to the Resolution of the 11th Party Congress, the Ministry of Agriculture and Rural Development has developed and submitted to the Prime Minister for approval the Project on restructuring the agricultural sector in Decision No. 899/QD-TTg dated June 10, 2013. After more than two years of implementing the Project, the structure of agricultural production sectors has been adjusted in the direction of promoting the advantages of each key product, of each locality, of the whole country and gradually linking production with the market to enhance competitiveness. Agriculture has maintained a fairly high growth rate: In 2014, the total production value of the sector increased by 3.9%, the GDP growth rate of the sector reached 3.49%, much higher than in 2013 (3.0% and 2.64% respectively); On average, in the period of 2011 - 2015, the industry's GDP increased by 3.1%/year, exceeding the planned target (2.6 - 3%); the industry's production value increased by 3.68%/year. On the other hand, the growth quality was improved, the proportion of added value in the total industry's production value increased from 57% in 2010 to 68% in 2015.

In the coming time, to continue implementing the goal of industrialization and modernization of agriculture and rural areas, the Government directs ministries, branches and localities to resolutely and synchronously implement the following main solutions:

One is, innovation in thinking about growth in agriculture is to bring about production efficiency, focusing on quality and value, not simply increasing output, revenue or export value; shifting to developing a modern agriculture; restructuring the agricultural sector and building new rural areas is the top political task of the entire political system, considered a strategic breakthrough in the immediate period, ensuring social stability, creating momentum for economic restructuring, industrialization and modernization of the country.

Two is, review and improve the quality of planning and planning management to ensure consistency between agricultural production planning and land use planning, form commodity production areas with comparative advantages, produce strategic agricultural products, and key exports.

Linking new rural construction planning with urban planning, agricultural development planning with industrial and service development planning in the direction of relying on open markets in both the medium and long term. Focusing on developing industries and services supporting agriculture to serve consumption and export. Developing occupations, trade systems, and markets in rural areas.

Three is, promote research, transfer and application of science and technology, considering this a breakthrough in developing agricultural commodity production. Promote support for farmers to use crop and livestock varieties with high productivity and commercial value; popularize the application of VietGap and other certified good production processes; promote mechanization, apply water-saving irrigation techniques, high technology, biotechnology, telecommunications, remote sensing... associated with green technology and clean technology, to improve production efficiency, quality and value of products. At the same time, promote the role of enterprises in research, transfer, application of science and technology, and link with science and technology organizations.

Four is, innovate production relations in the agricultural sector, change the small-scale agricultural production model, lack of linkage, mainly at household scale to a large-scale production model, focusing on enterprises, cooperatives and farms. Develop appropriate and effective forms of production organization to create the strength to supply the market with large shipments of agricultural products.

Continue to form cooperatives and cooperative groups to gather farmers to effectively participate in value chains. Actively restructure and equitize state-owned enterprises; reorganize agricultural and forestry companies in a market-oriented manner. In addition to restructuring public investment and public services, it is necessary to prioritize forms of investment with participation between the state and the private sector.

Five is, innovate and gradually improve institutions and policies towards promoting and making the market mechanism more effective, especially in the fields of land, labor, materials, capital, intellectual property, etc. Review and amend mechanisms and policies on land, investment, finance, credit, and trade to attract domestic and foreign economic sectors to invest in agriculture and rural areas.
