Promote attracting high-quality human resources

(Baonghean) - Attracting high-quality human resources is one of the important solutions to improve the team of cadres, workers and civil servants in the state administration and public service sectors. In Nghe An, the support and priority policies as well as the attention and facilitation of all levels and sectors have been increasingly creating trust among the province's children to return to their hometown to work.

Pursuant to Resolution No. 92/2013/NQNQ-HDND of the Provincial People's Council dated July 17, 2013, on October 4, 2013, the People's Committee of Nghe An province issued Decision No. 57/2013/QD-UBND stipulating a number of policies to attract high-quality human resources and prioritize the recruitment of civil servants and public employees in the province. Accordingly, the policies to support and prioritize human resource attraction are divided into 3 types:

The first, applying direct admission to civil servants and public employees for subjects such as professors; associate professors; doctors of science; doctors; doctors, pharmacists specialized I and II; masters; bachelors graduated from public universities, regular system with honors or higher, with high university entrance exam scores (standards depending on each exam group) or won national and international awards, are admitted directly to university;...

Monday, plus priority points when participating in the annual civil servant and public employee recruitment exams for those who graduated with good and excellent grades from public universities, full-time system, with high university entrance exam scores (standards depend on each exam group).

Tuesday, financial support policies such as: initial support from 100 - 200 million VND for subjects with academic titles and degrees of professor; associate professor; doctor; doctor, pharmacist specialist II; national-level artisans and skilled workers; during the internship period, 100% of the starting salary according to the salary scale and grade prescribed by the state for subjects eligible for attraction.

In addition, there is an attractive contract policy for good scientists and experts with Ho Chi Minh Awards, with a maximum spending limit of 150 million VND for each contract.

Implementing Decision No. 57 of the Provincial People's Committee, the Department of Home Affairs presided over and coordinated with the Provincial Party Committee's Organizing Committee, the Department of Finance, the Department of Science and Technology to issue guiding documents, and advised the Provincial People's Committee to issue Decision No. 2092/QD-UBND dated May 16, 2015 on announcing the need to attract high-quality human resources for the state administration and public service sectors in 2014 and the period 2014 - 2018.

Accordingly, the province's attraction needs for the whole period are 400 civil servant and public employee targets, 201 targets in 2014 alone, distributed to agencies and units in the provincial department and branch block; district, city, town block; and public service unit block. Information on policies and attraction needs of the province are widely announced on media such as Nghe An Newspaper, Provincial Radio and Television Station, and the website of the Department of Home Affairs.

As a result, 21/21 districts, cities, towns, 13/21 provincial departments and branches have developed plans to attract and recruit civil servants and 26 agencies and units have registered to attract and recruit civil servants. Many departments, branches, administrative and public service units have received many registration dossiers such as the Department of Finance (84 dossiers, 3 quotas), the Department of Industry and Trade (76 dossiers, 9 quotas), the People's Committee of Vinh City (37 dossiers, 4 quotas), the People's Committee of Dien Chau district (27 dossiers, 4 quotas), etc.

In addition, many units have recruitment targets but do not have any application files. Through the selection process, 70 people were selected as civil servants, which did not meet the recruitment target as planned. In 2015, continuing to implement attraction policies, a plan was developed to recruit 40 civil servants and approved 8 successful candidates in August 2015.

Mr. Nguyen Tho An, a specialist of the Construction Management Department, Department of Agriculture and Rural Development, is one of 70 candidates recruited for civil service recruitment in 2014. With a Master's degree in Urban and Construction Management, he worked for 5 years at a consulting company under the Ministry of Construction in Hanoi. In 2014, knowing that Nghe An province had a need to recruit and attract civil servants to work in the state administration and public service sectors, he submitted his application and was recruited to work at the Department of Agriculture and Rural Development, in line with his training major. He affirmed:

“In fact, if there are attractive job opportunities, everyone wants to return to their hometown. After 1 year of returning to work in my home province, I see that Nghe An's environment is undergoing very positive changes. Not only is it opening the door to attract and create job opportunities for young intellectuals, we are also given favorable conditions in the process of working, maximizing our professional capacity. In addition, working in the state administration sector and public service is also an environment to cultivate strong political will. I myself have just been introduced to study in a class for Party members and have been granted a certificate of completion of the course.”

Comrade Ho Ngoc Sy, Director of the Department of Agriculture and Rural Development said:

“In 2014, the Department of Agriculture and Rural Development recruited 5 comrades under the province's attraction program, approved by the Selection Council. Among them, there is 1 master and 4 bachelors, currently these comrades are working at the Construction Management Department and the Forestry Sub-Department. These are all comrades with solid professional qualifications, meeting the job requirements, basically quickly catching up with the activities and functions of the unit”.

He also affirmed that, along with the development trend towards modernization, the demand for high-quality human resources at the Department of Agriculture and Rural Development will certainly increase in the coming time. Because Nghe An is a large province, in which agriculture, forestry and fishery activities account for the majority both on the natural map and in the economic structure of the province. To promote the inherent strengths of the province, it is necessary to maintain and develop agriculture by improving the intellectual and technological content of local production models and products.

To do this, it requires the staff of agricultural workers and civil servants of the province to have increasingly high management and professional qualifications, and to promptly update scientific and technical advances. In addition to supplementing knowledge and providing advanced training for the current staff, attracting, recruiting new staff and prioritizing high-quality human resources is a very correct and effective direction.

It can be affirmed that human resource work has been, is and always is one of the important and decisive factors for the successful implementation of political tasks of all levels, sectors and organizations. In the Resolution of the 18th Provincial Party Congress, developing and improving the quality of human resources is identified as one of the eight main solutions to achieve the goals set by the Congress, contributing to making Nghe An a fairly developed province in the region as the goal of Resolution 26 issued by the Politburo.

In a more macro view, high-quality human resources are also one of the key points of the economic model that the Trans-Pacific Partnership Agreement (TPP) aims to build, according to which each member of the Agreement will form an attractive pole of certain fields, attracting high-quality human resources of the field. As a province with an important geopolitical position, Nghe An must clearly follow that general trend, paying more and more attention to the quality of human resources.
