The route connecting N5 Road (Southeast Economic Zone) to National Highway 7 (Hoa Son, Do Luong), serving cement transportation for The Vissai Group's Song Lam Cement Factory, is the key to site clearance, speeding up the progress of the Song Lam Cement Factory project.

Accordingly, the section from Km25-Km28+500 has constructed the roadbed to the elevation of K98. The section from Km15-Km25 is selecting a construction contractor, to start construction before April 20, 2016; a part of the site has been handed over, the remaining part is completing the compensation plan, expected to be handed over before April 30, 2016.

The section from Km 10.5-Km 15 is currently selecting a contractor to design the construction drawings, expected to start construction in June 2016. The section from Km 0 - Km 10+500 (in Nghi Loc district) is selecting a contractor to design the construction drawings, expected to start construction in June 2016; The site has completed the measurement and extraction, and the compensation plan is being finalized. It is expected to ensure the progress of handing over the site before April 30, 2016.

The project has been allocated 250 billion VND. It is expected that in the coming time, the Provincial People's Committee will allocate another 166.5 billion VND for the section from Km0-Km15.

The Provincial People's Committee is directing the Department of Finance to preside over and coordinate with the Department of Planning and Investment and related departments, branches, sectors and units to advise the Provincial People's Committee to support funding for site clearance for the conveyor belt transporting clinker from Song Lam Cement Plant (Bai Son, Do Luong) to the Cement Grinding Station (Nghi Thiet, Nghi Loc). Advise the province to ensure funding for site clearance for items related to Song Lam Cement Plant Phase 2, the road connecting N5 to National Highway 7, the conveyor belt transporting clinker, Road D4 and Road N5 of the Southeast Economic Zone and construction and installation costs of related traffic routes.

Direct the Department of Planning to preside over and coordinate with the Department of Finance, Department of Construction, Southeast Economic Zone Management Board and related sectors and units to develop a specific support mechanism for the Song Lam Cement Factory project (including support for leveling the ground).
