Project to solve the situation of 'borrowing people's houses for meetings'

(Baonghean.vn) - Determining that village cultural houses play an important role in community life, the Party Committee of the coastal commune of Son Hai (Quynh Luu) has issued a project to build a network of village cultural houses associated with improving the quality of the movement "All people unite to build a cultural life in residential areas" and has brought about practical results.

Previously, due to lack of land to build a cultural house, each time a meeting was held, the villages of Son Hai commune had to borrow houses from local residents. Preparations encountered many difficulties, so the rate of people participating in village meetings was only 20-30%, leading to limited information reception.

The completion and putting into use of the cultural house of village 7, Son Hai commune is the long-standing wish of the people in the village.

In the period of 2010 - 2015, along with the development of the marine economy, Son Hai commune's service types focused on building village cultural houses. Accordingly, the commune's Party Committee mobilized the strong participation of departments, branches, the Fatherland Front and organizations to overcome difficulties, propagated and mobilized people to contribute money, gathered strength and solidarity to join hands to build village cultural houses.

Most of the people in the commune realized that this was a necessary task, so after agreeing on the policy, they actively contributed money in full. At the same time, the villages mobilized their children who work and live far from home to support the construction of the community house. Therefore, in the past term, 6/13 villages of Son Hai commune had a cultural house.

100% of the funding for building the cultural house in village 4 was mobilized from the people.

However, there are still 7 villages that do not have a cultural house and are having to borrow people's houses for activities. With the determination that by 2020, 100% of villages will have a cultural house that meets the new rural standards, after the Commune Party Congress for the 2015-2020 term, the commune issued a project to build a village cultural house to meet the people's needs.

First, the commune clearly identifies the location, land fund, and construction planning for the remaining villages; focuses on directing the Party cells to hold thematic meetings to discuss the construction of cultural houses and issue resolutions, plans, and action programs of the Party cells to implement the commune's project; directs the village executive committee and mass organizations to do a good job of propaganda and mobilizing cadres, members, and people to contribute money, materials, and working days to build cultural houses. Along with that, publicize the design plan, budget estimate, solicit people's opinions, and implement.

Comrade Cao Xuan Diep - Secretary of the Party Committee of Son Hai Commune said: "Son Hai is one of the communes with a weak network of village cultural houses compared to the general level of the district, so the Party Committee of the commune built an action program on that basis and assigned the committee to develop a project plan for implementation. After that, the commune held a meeting to discuss the conversion of land for villages with land to build cultural houses to meet local requirements in the current period and the initial implementation of the project has brought about effectiveness".

Thanks to good, flexible and creative ways of doing things, the villages have mobilized positive contributions from the people. Up to now, after more than 1 year of the project being issued, Son Hai commune has built 3 new, spacious and fully equipped cultural houses, with a budget of 200 - 350 million VND.

Thanks to that, up to now, the whole commune has 9/13 villages with cultural houses, contributing to improving the spiritual and cultural life of the people and clearly demonstrating their sense of responsibility to the community and the locality.
