(Baonghean.vn) - The Resolution of the 13th National Party Congress clearly stated: "Continue to implement the National Target Program on New Rural Construction in the direction of linking the urbanization process to depth, efficiency, sustainability, implementing the construction of advanced new rural areas, model new rural areas and building new rural areas at the village and hamlet level".
After more than 1 year of implementing the Resolution of the 13th National Party Congress, the whole province has strived and achieved some initial results. According to data from the Department of Agriculture and Rural Development, by March 2022, the whole province had 299/411 communes meeting the new rural criteria (72.75% of communes), with 7 districts, cities and towns: Vinh city, Thai Hoa, Hoang Mai, Nam Dan, Yen Thanh, Nghi Loc and Quynh Luu.new rural standards.
The face of the countryside in the whole province has changed significantly, gaining the consensus and enthusiasm of the people. However, in order for the countryside to soon become a livable place, all levels and sectors need to continue to have more synchronous and positive solutions in the coming time.

To urbanize rural areas, it is necessary to build small urban areas, including industrial production areas, small-scale industry, services and residential areas with full infrastructure like urban areas.
The province's rural population is still high (84.5%), of which labor accounts for 88% of the province's total labor force, so it is necessary to continue to propagate to change awareness so that each rural resident voluntarily and actively contributes to the National Target Program on New Rural Construction in terms of labor, materials and capital. This is the most practical program, promoting rural economic development, contributing to improving the material and spiritual life of farmers. In addition to state budget support, socialized resources are very important, especially after the pandemic, state budget collection has encountered many difficulties.
Localities need to review planning to supplementrural planningIt is scientifically and practically feasible for each region in the province such as mountainous, midland, delta and coastal areas. To urbanize rural areas, it is necessary to build small urban areas, including industrial production areas, small-scale industry, services and residential areas with full infrastructure like urban areas, which will create a new civilized and dispersed ecosystem throughout the countryside. By doing so, farmers will gradually become urban citizens in a sustainable way.

At that time, farmers who “leave agriculture” really do not want to keep their small plots of land as “insurance” in case they lose their jobs elsewhere and return to their hometowns to become farmers (as seen in the current Covid-19 pandemic). Therefore, farmers are willing to sell or lease their small plots of land for a long time, helping the process of land accumulation in the hands of good farmers. Only those farmers have the conditions to develop large-scale farms, with sufficient production and business capacity, proactively establish and effectively manage their cooperatives.
Residential areas in the mountains, midlands, plains and coastal areas must encourage the construction of houses in the garden house model, increasing the area of vegetables and fruits so that the countryside can gradually become truly "green, clean and beautiful". In particular, attention must be paid to the construction ofsynchronized infrastructure system, in which the traffic planning must be wide to meet the rapid increase in traffic in the next 5-10 years. Crossroads and three-way intersections must be designed and built spaciously to minimize traffic accidents.
Resolutely overcome the situation of tube houses, concretization of villages, bringing houses out onto the street as many communes do now. Pay attention to good environmental treatment, not to pollute the air, water sources, waste in industrial zones, small-scale industries, services and residential areas. Particularly, large livestock farms need to be planned far from residential areas and set mandatory requirements to install biogas generators, etc.

For rural mountainous areas, especially high mountainous districts such as Ky Son, Que Phong, Tuong Duong, Quy Chau, Con Cuong, it is necessary to pay attention to protecting the existing natural forest area. It is important to note that planted forests cannot replace natural forests in protecting the ecological environment. Therefore, it is necessary to have active and effective measures to restore and protect natural forests in the West as a vital factor.
We still remember the terrible flash flood in Nam Giai commune (Que Phong) on October 7, 2007 and the flash floods that occurred in Tuong Duong and Ky Son districts, etc., causing great damage to people's lives and property. Nghe An is one of the central provinces that is greatly affected by the southwest monsoon (usually from April to July) and has many concentrated heavy storms (mainly from August to October), so it is necessary to increase the proportion of trees, especially in highland and coastal areas.
The long-term solution is that state agencies and authorities at all levels must create an open environment, effectively implement administrative procedure reforms, quickly clear land, organize compensation and resettlement to encourage businesses to invest in agriculture and rural areas, especially in deep processing of agricultural products. On that basis, it contributes to creating more jobs for rural workers and purchasing all output products of agricultural production.

Vocational training for rural workers is only effective when businesses invest in rural areas, because they will have training programs and plans based on the skills they need. This is the team of officials who directly direct and operate close to the grassroots and the people every day, especially the state management work on culture, security and order, not allowing theft, robbery, domestic violence, drugs, gambling, etc. to occur. Performing well the function of state management of the economy and society at the communal level is to create an environment for people to live peacefully and happily in their homeland. After summarizing the resolution "Tam Nong", it is recommended that the State continue to research and supplement policies so that the National Target Program on New Rural Construction achieves even better results.

The year 2022 opens up many new opportunities and challenges. With the high political determination of the entire political system in the province, Nghe An countryside will certainly gradually become a livable countryside in the coming time.
According to the Department of Labor, War Invalids and Social Affairs, by September 2021, the number of Nghe An people working outside the province was 232,566, so the demand for jobs for rural workers is still very large. Since the beginning of 2021, the whole province has had 87,945 people from the epidemic area returning to their hometown to live and find work. Therefore, the entire political system must participate in realizing the goal of "leaving the countryside but not leaving the homeland" in the National Target Program on New Rural Construction.
