Ensuring the good resolution of 'people's affairs' in administrative unit arrangement

Promote the effectiveness of investment capital sources

On the afternoon of April 4, the Working Group to review, research, and orient the arrangement of administrative units at all levels and the construction of a two-level local government in Nghe An province, led by Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, worked in Quy Chau district.

The delegation included members of the Provincial Party Executive Committee: Nguyen Viet Hung - Director of the Department of Home Affairs, Vi Van Son - Director of the Department of Ethnic Minorities and Religions, along with leaders of the Provincial Party Committee, Provincial People's Council Committees, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee, and leaders of the Departments of Construction, Finance, Culture - Sports and Tourism.

Working with the provincial delegation, leaders of Quy Chau district, there were comrades: Nguyen Thanh Hoai - Secretary of the District Party Committee, Chairman of the District People's Council; Lo Thanh Luan - Permanent Deputy Secretary of the District Party Committee; Bui Van Hung - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee and leaders of district-level departments.

Comrade Bui Thanh An and the delegation inspected the construction of the Quy Chau District Stadium. This is one of the key public investment projects in the district, with a total investment of 28 billion VND in the first phase. The project is now basically completed and is expected to be handed over in more than 1.5 months. The disbursement for this project is on schedule.

The Standing Vice Chairman of the Provincial People's Committee requested Quy Chau district and the contractor to quickly complete and develop plans for stadium exploitation for communes and commune clusters after rearranging administrative units and abolishing district-level government activities. The provincial working group also inspected the construction of the Museum of Ethnic Cultures of Western Nghe An, with a total investment of 20 billion VND, invested by the Department of Culture, Sports and Tourism. This project is also in the completion stage, ensuring the set progress.

At the meeting with provincial leaders and departments, comrade Bui Van Hung - Chairman of Quy Chau District People's Committee reported on the socio-economic situation in the first quarter of the area, in which the budget revenue reached 13.84 billion VND, reaching 64.1% of the provincial estimate and 33.0% of the district People's Council's assignment, equal to 140.4% over the same period.

The district has also developed plans to rearrange commune-level administrative units according to the instructions of the province and the central government. The arrangement of cadres has been calculated with reasonable plans to promote the effectiveness of the apparatus when establishing new commune administrative units. The district has also prepared plans to organize the upcoming high school graduation exam well.

Regarding the disbursement of public investment capital in Quy Chau district, the total capital plan for 2025 is over 145.3 billion VND, by March 24, 2025, nearly 32 billion VND has been disbursed, reaching 22.02%. National Target Program capital: 78.6 billion VND, disbursed more than 31.5 billion VND, reaching 40.12%.

Quy Chau district also strengthened the review of support for households with housing difficulties in building and repairing houses and requested that the levels and sectors that have approved the support should pay more promptly.

Efforts to solve "people's affairs" well

Quy Chau district has Thai ethnic groups: 78.22%, Kinh (21.48%) and Tho, Tay, Muong, Nung, Kho Mu... living together. The district has many remote and isolated communes. The district reported that the selection of the unit's office after the administrative unit arrangement and the facilities have not met the working needs of cadres and civil servants.

Representatives of Quy Chau district leaders also recommended that competent authorities promptly provide guidance on the management and use of facilities and assets after the administrative unit arrangement according to regulations; Recommend that relevant central ministries and branches promptly issue a Circular guiding the implementation of the Decree on the functions and tasks of new communes to serve as a basis for effective implementation.

Speaking at the meeting, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee said that this administrative unit rearrangement has a profound impact on all cadres at all levels and sectors. However, the Central and the province are making efforts to apply many mechanisms and policies so that cadres and civil servants are not disadvantaged in order to focus on better serving the people and businesses. Comrade Bui Thanh An encouraged cadres and civil servants in the district to be steadfast in their ideology, united in their actions, close to the people, and serve the people better.

“During the reorganization process, this person or that person may request to resign and will be entitled to benefits according to the policy mechanisms. Specifically, the Government issued Decree No. 67/2025/ND-CP dated March 15, 2025 amending and supplementing a number of articles of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of reorganization of the political system. However, not everyone who requests to resign is allowed. The province always encourages and motivates capable and dedicated cadres to continue working and serve the people better,” emphasized Comrade Bui Thanh An.

Regarding the immediate tasks, Comrade Bui Thanh An requested Quy Chau district to do a good job of motivating district and commune officials and civil servants to continue to unite and act in the arrangement of administrative units. The ultimate goal is to promote the efficiency and effectiveness of the administrative apparatus to better serve the people and businesses, gradually improving the quality of people's lives.

Based on practical research, the district needs to soon complete the plan to arrange administrative units; determine the new commune name in accordance with the culture, history, geography, and life of ethnic minorities and clearly identify the commune center to facilitate people in administrative procedures.

On that basis, continue to promote public investment sources, investment from enterprises, and socialization; Synchronously and effectively implement 3 national target programs: New rural construction; socio-economic development in ethnic minority and mountainous areas; sustainable poverty reduction.

Another important task that needs to be focused on is to strengthen the work of grasping people's thoughts; coordinate well with functional forces to ensure good national defense and security in the area. New commune cadres need to actively resolve "people's affairs" better, promptly deploy economic development plans suitable to reality, and mobilize all people to participate in building comprehensively developed communes and commune clusters.

The arrangement of administrative units needs to consider effective solutions to promote regional connectivity and create new development momentum. Accordingly, the selection of cadres to preside over new communes needs to focus on people with high capacity, good ethics, and enthusiasm for promoting development at the grassroots level.

Regarding the recommendations of Quy Chau district, the Standing Vice Chairman of the Provincial People's Committee requested departments and branches to promptly intervene, both providing guidance and resolving according to regulations and responsibilities in the spirit of the highest effort and highest efficiency.
