Working with Con Cuong district on the arrangement of commune administrative units, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh oriented a number of specific contents, including the development of a project to arrange and assign cadres with standards and criteria to ensure the arrangement and assignment of cadres is public and transparent.
On the morning of April 4, the Working Group to review, research, and orient the arrangement of administrative units at all levels and the construction of a two-level local government in the province held a working session in Con Cuong district on the orientation of building a two-level local government model and inspect the implementation of socio-economic development, national defense and security tasks in the first quarter of 2025.

At the meeting, the provincial delegation listened to the leaders of Con Cuong district report on the proposed plan for the arrangement and merger of communes that the district has built. The plan is based on the history of the formation of commune administrative units; current area and population criteria, along with regional and development zoning plans approved by all levels and the directions of the Central and the province on the arrangement of commune administrative units.
In addition to the expected number of commune administrative units after the rearrangement, Con Cuong district has also developed a specific plan for selecting the location of commune headquarters after the rearrangement; a plan for arranging and assigning personnel based on the assessment of the quantity, qualifications, and capacity of existing cadres, civil servants, public employees, and workers; a plan for arranging and handling facilities, etc.
Based on the plans developed by Con Cuong district, leaders of provincial departments, branches and sectors have contributed opinions, provided orientation and suggested many issues to the locality, ensuring the scientific arrangement and merger of communes, suitable to the practical conditions of the locality, and promoting development after the arrangement.
