Proactively develop commune merger plans

Reporting to the provincial working delegation, the leaders of Tuong Duong district informed about the plan to arrange commune-level administrative units built by the district on the basis of fully studying the criteria and standards according to regulations and actual conditions of the locality; in which attention is paid to historical and cultural factors, development level, favorable terrain connection, total population, etc.

Along with the plan for commune-level administrative units after the rearrangement, Tuong Duong district also built a plan to arrange cadres and civil servants in the new administrative units after the rearrangement; a plan to arrange public assets, including the location of the headquarters for the new commune after the rearrangement.

The leaders of Tuong Duong district also reported to the provincial working group on a number of difficulties and problems in developing a plan to arrange administrative units at the commune level. Most notably, the district has a total of 92.42% of its natural area as forestry land; the terrain is divided by forests, mountains, rivers and streams; the residential areas in some communes are not connected, transportation is difficult, and some villages currently have to travel by boat, far from the commune center, which is not convenient. On the other hand, the professional qualifications and capacity of some commune officials and civil servants currently do not meet current work requirements and are not uniform among communes and regions...

Along with the difficulties and problems, Tuong Duong district proposed that the Central Government and the province soon have specific instructions on the implementation of Decree 67/2025/ND-CP amending Decree 178/2024/ND-CP on policies for cadres, civil servants, public employees, workers, and armed forces in the organization arrangement; at the same time, through the organization arrangement, it is proposed to have a policy to allocate and arrange appropriate commune cadres and civil servants.

Regarding the implementation of socio-economic development tasks, Tuong Duong district reported that the district currently has a number of administrative boundary disputes with Ky Son and Que Phong districts that have been going on for many years but have not been resolved; it is requested that the province take the lead in resolving this issue.

Joining the discussion with Tuong Duong district, members of the provincial working group also gave their opinions and suggested many issues related to the plan for arranging and merging communes; the plan for selecting locations for the working headquarters of the communes after the arrangement; the plan for arranging public assets; the plan for arranging cadres, civil servants, public employees, and workers.

Focus on staff training

Concluding the meeting, Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Group No. 5 highly appreciated the district's initiative in implementing the policy of restructuring and streamlining the apparatus in accordance with the direction of the Central and the province; at the same time, focusing on leading and directing socio-economic development with many positive results.

Emphasizing the policy of abolishing district-level administrative units and rearranging commune-level administrative units to bring cadres closer to the people, improve the efficiency, effectiveness and efficiency of the apparatus; The Vice Chairman of the Provincial People's Committee requested Tuong Duong district to continue studying the plan to rearrange commune-level administrative units in accordance with the direction of the Central and the province in a specific and detailed direction; in which, paying attention to the specific factors of border areas, terrain, difficult and complicated traffic, some isolated areas, ethnic minority areas; favorable traffic connections; historical traditions, culture, customs and practices...

Regarding the plan to arrange cadres and civil servants in commune-level administrative units after the rearrangement, the district needs to develop specific standards and conditions, ensuring publicity and transparency in the arrangement, associated with doing a good job of ideological work, creating high consensus; pay attention to reviewing and arranging public assets reasonably; at the same time, prepare conditions to ensure that after the rearrangement, the new administrative units operate effectively.

Along with the organizational arrangement, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh also reminded Tuong Duong district not to interrupt political work and tasks in 2025; focusing on reviewing and speeding up the construction progress of works, projects and disbursement of public investment capital; handling outstanding debts in basic construction; proactively transferring projects that cannot be fully disbursed to projects with good disbursement results, especially prioritizing works and projects serving people's lives, programs and projects under the National Target Program for socio-economic development in mountainous areas and ethnic minorities.

Before working with Tuong Duong district, the provincial delegation surveyed and inspected the implementation of the community tourism development investment project in Khe Co village, under the National Target Program on socio-economic development of mountainous areas and ethnic minorities.
