Nghe An province's working group works with Ky Son district on administrative unit arrangement
On the afternoon of April 1, the Working Group to review, research, and orient the arrangement of administrative units at all levels and the construction of a two-level local government had a working session in Ky Son district.
The delegation was led by Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Group No. 5. Also participating were leaders of provincial departments, branches and sectors.

Working with the provincial delegation, Ky Son district reported on the socio-economic, defense and security situation in the past time. At the same time, it reported on the progress of implementing the policy of rearranging administrative units and building a 2-level local government.

Leaders of Ky Son district also pointed out difficulties and obstacles in implementing the merger and arrangement of administrative units.
That is the problem of the mountainous terrain, difficult transportation; the conditions of facilities, information technology, headquarters, and offices after the arrangement do not meet the requirements of a large commune scale and higher work requirements... to operate effectively.



Participating in the meeting, leaders of provincial departments, branches and sectors discussed and raised many issues related to the study of the arrangement of commune administrative units.
In the arrangement of administrative units, in addition to paying attention to convenient administrative boundaries, it is necessary to take into account planning factors, especially gathering potentials to promote socio-economic development after the arrangement. The district also needs to proactively build a budget estimate for the apparatus after the arrangement so that the province can build a comprehensive plan; associated with that is the plan for arranging and using public assets after the arrangement.

Concluding the meeting, Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 5 acknowledged and highly appreciated the initiative of Ky Son district in implementing the policy of rearranging the political system, creating high consensus among cadres, civil servants, public employees, workers and people.
The district has also focused on leading and directing the implementation of political tasks set out in 2025 and the entire 2021-2025 period; ensuring that the socio-economy continues to have positive changes, ensuring security and defense, and taking care of foreign affairs with Laos.

Frankly pointing out some limitations and suggesting that Ky Son district needs to focus on overcoming them in carrying out political tasks, the Vice Chairman of the Provincial People's Committee also emphasized that the principle of arrangement is to ensure the efficiency, effectiveness and efficiency of the apparatus after the arrangement.
Therefore, the district needs to continue to fully study documents and criteria to determine and select the best options, paying attention to terrain factors; customs and culture of ethnic minorities; linking development conditions with traffic connections, ensuring convenience for people in traveling and performing services and administrative procedures.

Regarding the implementation of socio-economic tasks in 2025, Comrade Phung Thanh Vinh noted that Ky Son district should review construction works and investment projects in the area, clearly identify which projects are likely to be completed before July 2025 and actively urge to accelerate progress; at the same time, propose that the province prioritize the arrangement or transfer of capital from sources to complete, not allowing construction works and projects to be interrupted, causing waste.
Regarding the district's proposals, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh assigned departments, branches and sectors to research, advise the province and guide localities on funding for the arrangement; plans for arranging and using public assets; estimating salary sources for cadres, civil servants and public employees in the new commune apparatus and the regime for cadres who have stopped participating in the political system...
