To let party members fully fulfill their responsibilities at their place of residence
(Baonghean.vn) - The responsibilities and tasks of party members working in their residential areas are specified in 7 tasks in Regulation No. 213 of the Politburo. However, in reality, there are still party members who rarely participate in activities and movements in residential areas. Even when getting a certificate of the party cell committee's comments at their residential area, they still have to ask relatives to go to the party cell secretary for confirmation.
POSITIVE MOVEMENT
Regarding the management of party members working at their place of residence, the Politburo issued Regulation No. 213, dated January 2, 2020, on the responsibility of party members working regularly to maintain contact with the Party organization and the People at their place of residence (replacing Regulation No. 76 of the Politburo issued on June 15, 2000).
After more than 2 years of implementing Regulation No. 213 of the Politburo, through research in a number of party organizations whereparty members working and residingshows that the Party's regulations have entered life and have had many positive impacts.

Comrade Tran Van Minh - Secretary of Dai Thang Hamlet Party Cell, Thuong Tan Loc Commune (Nam Dan District) shared: Compared to the previous Regulation No. 76, Regulation No. 213 has more specific, detailed and strict regulations on 7 tasks of party members working at their place of residence; 5 tasks of the grassroots Party Committee where the party member is working; 6 tasks of the Party organization where the party member is working and residing. Thanks to this regulation, the Party cell committee has a basis for more systematic implementation. On the part of party members who are attached to their place of residence, have a sense of participating more fully and responsibly in the activities organized by the Party Committee and the hamlet, taking the lead in contributing to building institutions in the hamlet as well as supporting cultural, artistic, sports activities, supporting floods, Covid-19, etc. Their role contributes to enhancing the image and prestige of party members among the masses.
Affirming the positive nature of implementing Regulation No. 213, comrade Ngo Xuan Thanh - Secretary of Party Cell Block 11, Quang Trung Ward (Vinh City) emphasized: Regulation No. 213 of the Politburo is an important mechanism for party members who are working to more fully perform their responsibilities and tasks at their place of residence; to be more aware of preserving and building the image of party members at their place of residence. The Party cell committee also encourages party members to participate in the activities of the Party cell and the hamlet, and at the same time educates, reminds, and adjusts the behavior of party members who are not really attached to the Party Committee and the people at their place of residence.

On the basis of implementing the function of supervising cadres, party members and cadre work according to the Party's regulations, comrade Le Van Ngoc - Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province affirmed: Regulation 213 has continued to promote its significance in creating conditions and more closely managing the attachment of party members to the Party organization and the people in their place of residence. This is one of the important measures to overcome the situation of being distant, indifferent, apathetic, and irresponsible towards the people as pointed out by the Central Resolution 4 (term XII) for party members working. The sense of pioneering, being exemplary, cultivating morality, lifestyle and propagating and mobilizing people to carry out local movements of party members working in their place of residence has also been raised.

LIMITATIONS THAT NEED TO BE OVERCOME
Along with positive movements, there are many frank opinions and concerns about quality and efficiency.supervise and manage party membersworking at the place of residence. In many places, there is still a situation where party members do not have a regular and close attachment to their place of residence. Secretary of the Party cell of Hamlet 22, Nghi Phu Commune (Vinh City), Comrade Nguyen Thi Mo said that only about 30% of party members currently working participate in activities and movements with the people in the hamlet and the remaining 70% are indifferent.

Not only do they rarely participate in activities and movements in residential areas, many opinions also reflect the situation of getting a certificate of the Party cell's residential committee for party members who are working, many party members ask their parents or relatives to go to the Party cell secretary to ask for confirmation. Even according to the reflection of the Party cell secretary of block 5, Le Loi ward (Vinh city) - Nguyen Trong Lieu, Party cell secretary of Dai Thang hamlet, Thuong Tan Loc commune (Nam Dan district) - Tran Van Minh, many party members do not get a certificate of Party members' residential committee every year. Some party members only actively contribute money when their residential area has a policy of calling for it, considering it as having a connection with the locality without a close connection, even living separately from the surrounding people on a daily basis...
The above situation comes from 3 sides. For party members, there is not a high sense of self-awareness and responsibility to carry out the 7 tasks as prescribed by the Party at their place of residence. For the grassroots Party Committee where party members are working, many units have not maintained regular and close contact with the Party organization where party members are working and residing.

According to some secretaries of the Party cells of the blocks and hamlets, although there are dozens of Party members working and residing in the area, every year few agencies and units have letters of introduction for Party members about their activities as well as send requests for year-end comments and evaluations for Party members at their place of residence. Many agencies and units are even lenient, do not closely monitor and strictly require the collection of comments on the place of residence, because in reality, many Party members do not get comments on the place of residence or there are Party members living in one place, requesting comments from another place other than their current place of residence or outside the place of permanent residence registration. This leads to the fact that the accurate grasp of the number of Party members working and residing in the area in the blocks and hamlets is limited, except in cases where Party members annually request a confirmation of Party membership at the place of residence at the end of the year, which the Party cell can only grasp; at the same time, the role of managing and supervising Party members at the place of residence in these cases is not carried out.
On the part of the Party cell committee where the Party member resides, there is a mentality of "favoring" and "deferring" neighbors in commenting and evaluating Party members working in the place of residence; little attention is paid to creating cohesion, exchanging information and experience in leadership, direction, and improving the capacity of the Party cell and the movement of the neighborhood.

In order for the management of party members to be carried out effectively, strictly, and systematically according to the Party's regulations, contributing to improving the quality of party members who are truly conscious and responsible in their work, exemplary in ethics and lifestyle; preventing party members from violating party discipline and the State's laws; enhancing the fighting capacity of each party organization; Party committees at all levels need to pay attention to finding solutions to overcome the shortcomings and limitations arising from practice; at the same time, strengthen inspection, supervision, preliminary review, and evaluation, ensuring that Regulation No. 213 of the Politburo is fully and strictly implemented./.
