Request for support for Nghe An fishermen affected by marine environmental incident

(Baonghean.vn)- Voters in many localities petitioned the Provincial People's Committee to request the Central Government to support fishermen in Nghe An because Nghe An is also one of the localities affected by the marine environmental incident in the Central provinces.

The relevant authorities responded to this issue as follows:

After the marine environmental incident occurred in the Central provinces, the Department of Agriculture and Rural Development advised the Provincial People's Committee to submit to the Government a request for support for Nghe An with a budget of 415 billion VND.

On September 29, 2016, the Government held a conference to deploy compensation and support for the central provinces affected by marine environmental incidents according to Decision No. 1880/QD-TTg dated September 29, 2016 of the Prime Minister (Issuing compensation rates for subjects in the provinces of Ha Tinh, Quang Binh, Quang Tri and Thua Thien Hue affected by marine environmental incidents).

At this conference, Deputy Prime Minister Truong Hoa Binh concluded: Nghe An province is not eligible for support (because the province is only indirectly affected by the marine environmental incident), therefore, he proposed that the Provincial People's Committee base on the local budget capacity to have a support policy for fishermen to stabilize production and the lives of people in coastal areas.

At the meeting on October 22, 2016 discussing the development of aquaculture production, comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee concluded: Assign the damaged localities to review and declare according to 3 contents: Number of boats, crew (including rafts and boats without engines); number of cold storages; number of clam farming areas. On that basis, assign the Department of Agriculture and Rural Development to synthesize the budget estimate to advise the Provincial People's Committee to continue submitting to the Government to request support for fishermen.

Based on the report of the Department of Agriculture and Rural Development in Document No. 2719/SNN-CCTS dated October 27, 2016, the Provincial People's Committee has submitted Document No. 8230/TTr-UBND dated October 28, 2016 to the Prime Minister requesting support for damage caused by environmental incidents in the central coastal provinces for Nghe An province, with the total proposed support amount: VND 194,601,900,000 (One hundred and ninety-four billion six hundred and one million nine hundred thousand dong). With 4 groups of subjects:

1. One-time support for workers on fishing vessels:

Amount: 66,399,000,000 VND.

2. One-time support for fishing vessels:

Amount: 40,255,500,000 VND.

3. One-time support for facilities purchasing and preserving frozen seafood:

Amount: 11,037,000,0000 VND.

4. One-time support for fishermen raising commercial clams:

Amount: 6,910,400,000 VND.

In addition, to monitor and track the changes in coastal marine environmental quality, the People's Committee of Nghe An province has proposed that the Prime Minister support funding to improve environmental quality control capacity with an amount of 70 billion VND./.
