The Ministry of Home Affairs requested the People's Committees of provinces and centrally-run cities to temporarily suspend the arrangement of specialized agencies at provincial and district levels.

In order to reorganize specialized agencies in the spirit of Resolution No. 18-NQ/TW of the 6th Central Conference of the 12th tenure on a number of issues on innovation, reorganization of the apparatus of the political system to be streamlined, effective and efficient, Conclusion No. 34-KL/TW of the Politburo on implementing a number of pilot models according to Resolution No. 18-NQ/TW, the Ministry of Home Affairs has drafted a Decree regulating the organization of specialized agencies under the People's Committees at the provincial level and a draft Decree regulating the organization of specialized agencies under the People's Committees at the district level, submitted to the Government and reported to the Government Party Committee for submission to the Politburo for comments.

Issues for consultation related to the framework of the number of specialized agencies, criteria for establishing organizations, minimum staffing, maximum number of deputies of an administrative organization at the local level, as a basis for decentralization to local authorities to decide on the arrangement of specialized agencies under the People's Committees at the provincial and district levels in the direction of streamlining, effective and efficient operations, ensuring conformity with the characteristics of urban, rural, and island areas and the requirements of state management for local sectors and fields.

Minister of Home Affairs Le Vinh Tan said that implementing the Prime Minister's direction at the Government meeting on December 3, while the Government has not yet issued the two above-mentioned Decrees,

Implementing Resolution No. 18-NQ/TW, Lao Cai is the first locality in the country to merge the two departments of the Department of Transport and the Department of Construction into the Lao Cai Department of Transport and Construction (July 2018) to streamline the apparatus, improve the capacity and efficiency of the province's professional sector.
In early November 2018, Bac Lieu province also merged a number of departments with similar functions. Accordingly, the Department of Foreign Affairs ended its operations and transferred its functions and tasks to the Office of the Provincial People's Committee. The Department of Culture, Sports and Tourism was merged with the Department of Information and Communications to form the Department of Culture, Information, Sports and Tourism. The Department of Education and Training was merged with the Department of Science and Technology to form the Department of Education, Science and Technology. The Religious Affairs Committee under the Department of Home Affairs was transferred to the Provincial Ethnic Minorities Committee to form a new Ethnic Minorities and Religion Committee. After the arrangement and merger, the specialized agencies under the Bac Lieu Provincial People's Committee had 16 units, reducing three specialized agencies and 22 internal organizations (departments and departments).

However, in recent times, the merger of provincial and district-level professional agencies in localities has not been unified, causing much concern among the public. Although there are no specific general guidelines on merging population centers into health centers, many provinces and cities have decided to merge, and each place does it differently.

For example, Quang Ninh merged the population center into a department in the district health center; the commune population officials were transferred to the commune health station. However, because there were no guidelines for appointing department leaders, the former director and deputy director of the population center still did not have a title to work in the new department in the health center.

In Thai Binh, the merger direction is to unify a model, which is a medical center with three rooms and five departments, including a population and health education communication room. After the merger, the director of the population center will be the deputy director of the medical center. Hanoi has also decided to transfer the entire organization, facilities, equipment, and financial resources of the population center to the medical center and keep the population apparatus operating at the commune level.

According to the draft Decree replacing Decree No. 24/2014/ND-CP regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities, the Ministry of Home Affairs proposes that the Departments be organized uniformly in provinces and centrally run cities, including the Department of Justice, Department of Natural Resources and Environment, Department of Labor, War Invalids and Social Affairs, and Department of Health.

The Departments of Planning and Investment, Finance, Transport, Construction, Agriculture and Rural Development, Industry and Trade, Science and Technology, Education and Training, Information and Communications, Culture - Sports and Tourism (or Department of Culture and Sports) are submitted by the Provincial People's Committee to the People's Council of the same level for decision on maintaining stability or merging.

The departments that delegate authority to the People's Committee at the provincial level to submit to the People's Council at the same level for decision to maintain stability or pilot the merger include the Department of Home Affairs (pilot merger with the Organizing Committee); the Provincial Inspectorate (pilot merger with the Inspection Committee); the Office of the People's Committee (pilot merger with the Office of the National Assembly Delegation and the Office of the Provincial People's Council).

For four specific, specialized departments that are not organized uniformly among localities, including the Department of Planning and Architecture under the People's Committees of Ho Chi Minh City and Hanoi and three departments whose establishment criteria are prescribed by the Government (Ethnic Affairs Committee, Department of Foreign Affairs, Department of Tourism), the provincial People's Committee shall submit to the People's Council of the same level for decision on maintaining stability or merging; to establish or not to establish, even if all establishment criteria are met./.
