PV:How do you assess the opportunities for Vinh city as a coastal city for the first time?
Comrade Phan Duc Dong:Since Vinh officially became a city - as the capital of Nghe An citadel - in the hundreds of years of history, Vinh has been a coastal city for the first time. The expansion of the administrative boundaries and urban space of the city to include the entire Cua Lo town and 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong of Nghi Loc district is a remarkable transformation, a great opportunity for a breakthrough in the city's development.

With a total natural area of 166.25km2and a population of 580,669 people, the expanded space for urban development will reduce pressure on the central urban infrastructure system, creating a balance between the inner city and the suburbs. This is also a great opportunity for the city to become a nucleus to connect regional and international tourism; create favorable conditions for the formation of a high-class tourism service system; attract projects of comprehensive entertainment and culinary areas in the South and Southwest of the city; gradually improve the quality of tourism services, towards building a "Sea tourism city - Event city".
The advantages of a coastal city also open up opportunities for the city with many marine economic sectors such as: Industry, port services, maritime transport; sea and island tourism; fisheries, fishing, processing, aquaculture... In the longer term, it is possible to aim at exploiting resources, producing renewable energy from the sea, international trade... From there, forming a production - service value chain, creating a circular economic cycle serving green and sustainable development.
Becoming a coastal city to become rich from the sea! The Party Committee, government and people of the city are determined to build Vinh into a livable city, with sustainable and comprehensive development, worthy of being a growth pole of the North Central region.
PV:Merging 1 more district-level administrative unit and 4 commune-level administrative units, it can be seen that the advantages are basic, but it is impossible to avoid difficulties and challenges. Could you please share your opinion on this assessment? And what will be the solution for the new administrative units to be able to "integrate" quickly into the apparatus and general development movement of Vinh city?
Comrade Phan Duc Dong:The advantages of expanding administrative boundaries and urban space are clear; at the same time, difficulties and challenges are inevitable. The task of Party committees and authorities at all levels from the city to the grassroots is to turn challenges into opportunities for development; focus on the combined strength and participation of the entire political system to complete the set goals and tasks.
To soon create synchronization and balance in the development process between existing areas and expanded areas, the city will focus on developing urban infrastructure, especially key framework works, highly connected and spillover traffic works, creating momentum to promote socio-economic development, narrowing the gap between areas.

In the cultural field, focus on developing the spiritual and cultural life of the people, strive to synchronize cultural institutions from the city to the grassroots; build a united, consensual, secure, safe, prosperous and happy residential area. The city will soon issue a Code of Conduct in public places, build Vinh people to be elegant and friendly; create a highly cultured, civilized and polite tourism community; contribute to economic development and attract tourists.
Regarding social security, the city will continue to effectively implement the program of mobilizing and supporting the construction and repair of houses for the poor and those in difficult housing circumstances, and the emulation movement to join hands to eliminate temporary and dilapidated houses launched by the Prime Minister; creating conditions for all people in the area to have an increasingly prosperous and happy life.
PV:During the process of contacting leaders, former leaders, and people of the newly merged localities, opinions were all hoping that, when reuniting with Vinh city, it would create a difference compared to the current situation in all aspects, so that the result would not just be a "mechanical merger" of administrative boundaries. What solutions will Vinh city have for comprehensive development in a new urban space, comrade?
Comrade Phan Duc Dong:The expansion of administrative boundaries and urban space of Vinh city not only improves the quality, effectiveness and efficiency of the political system, creates sustainability in implementing socio-economic development goals and tasks; but also meets the aspirations and expectations of the Party Committee, government and people of the city. This is not simply a "mechanical merger" of administrative boundaries, but also a driving force for the comprehensive development of the city in the coming time in the spirit of Resolution 16-NQ/TU of the Provincial Party Committee Standing Committee. To complete these tasks, the city has identified 3 strategic breakthrough development solutions:
The first:Promote administrative reform, build an honest, creative, professional and modern administration. Focus on building and developing e-government, digital government, and smart cities. Strongly improve the investment and business environment, attract investment to create resources for development.
Monday:Building a team of cadres, civil servants, and public employees, especially a team of professional, qualified, capable, dedicated, dedicated, and highly responsible leaders and managers for the development of the City.
Tuesday:Mobilize and effectively use all resources to build and develop synchronous and modern infrastructure, prioritizing service, trade, tourism infrastructure, digital transformation infrastructure, key transport infrastructure, urban renovation and beautification, flood prevention, and climate change adaptation.

The process of collecting public opinions on the merger of Cua Lo town into Vinh city showed a high rate of support. However, some people still have concerns that the merger into the city will lead to higher contributions and longer travel distances when it is necessary to carry out administrative procedures... I, along with the Party cell and the executive committee of the propaganda block, have explained to the people to understand and communicate their ideas. As a person born and raised in Cua Lo, witnessing the formation and development of the locality, I am very excited about the policy of merging Cua Lo town into Vinh city. The establishment of Cua Lo town 30 years ago has created a remarkable development for this coastal area from infrastructure to the spiritual and material life of the people, therefore, I hope that today, when Cua Lo merges into Vinh city, there will be more conditions, new resources, expanding urban space, and in the future there will be further socio-economic development.
