On November 9, 2017, for the 5th time, our country organized activities of the Law Day of the Socialist Republic of Vietnam. Law Day is a day to promote the spirit of the rule of law, so that the law can carry out its mission as a tool to manage the country, protect human rights and become the inherent needs of every citizen.

The organization of Vietnam Law Day on November 9 every year is determined first of all to honor the values ​​and the especially important role of the Constitution and law in the life of each person and in the development of the country and the prosperity of the nation. Thereby promoting the spirit of the rule of law, so that the spirit of the rule of law truly permeates the consciousness and behavior of all people, all agencies, organizations and the whole society.

The rule of law means that all citizens and organizations must live and work according to the Constitution and the law. Before the law, everyone is equal. No one is above or outside the law. The theme of the 2015 Law Day is “Implementing the Constitution and the law to contribute to building a socialist rule-of-law state; protecting human rights, basic rights and obligations of citizens” to realize the effort to promote the rule of law state as defined in the 2013 Constitution, while promoting respect, protection and guarantee of human rights.

Every citizen must respect the law. But first and foremost, it must start with the cadres, party members, and civil servants in law enforcement agencies, especially those assigned by the State to hold the scales of justice. Their exemplary and upright behavior will contribute to bringing the light of justice and fairness to every corner of life, ensuring that every citizen understands that they are living in a society with laws, protected by the law, and are ready to accept punishment if they violate the law.

For the law to be respected, the State must be organized and operate according to the Constitution and the law and be controlled by the Constitution and the law. The State must create effective supervisory institutions to ensure that the law is enforced. On the other hand, people's awareness of law enforcement must also be raised. The more people understand the law, the more opportunities they have to seek good, right, and fairness to protect themselves. Knowing the law, people also have more opportunities to supervise the activities of public agencies; they will know what is right and what is wrong in the activities of state agencies.

The socialist rule of law state is only perfected when the Constitution and laws are strictly enforced, gradually becoming the inherent needs of each person. Legal awareness can be considered an ideological premise for consolidating and developing the socialist legal system. Law Day is an opportunity to promote propaganda, dissemination and legal education for all citizens, raise awareness and belief in the law, and gradually build and consolidate legal cultural values ​​in social life.

This is also a model to mobilize all people to join hands and unite for the cause of building and perfecting a socialist rule-of-law state, a state with a legal system for the people. Therefore, the spirit of respect for the law cannot only be on November 9 but must be demonstrated at all times and places by all citizens./.
