To make Vinh worthy of being the economic and cultural center of the North Central region

(Baonghean) - Vinh City is a class I urban area, planned by the Government to become the economic and cultural center of the North Central region. During the past term, with the efforts of the Party Committees, authorities and people of all walks of life, the city has made new steps of development.

Step by step infrastructure improvement

In the 2010-2015 term, despite the pressure from the general difficulties of the economy, Vinh City has promoted infrastructure investment to ensure its role as a growth engine and to solve important tasks of economic development of the province and the North Central region. With the close attention of the Central Government, the province, and the consensus of all classes of people, the city has invested in building hundreds of infrastructure works, creating a spacious and modern appearance worthy of a class I urban area.

The city has completed the adjustment of the functional zoning plan of 8 wards and communes according to the Vinh City Construction Master Plan to 2025 approved in Decision 324/QD-TTg of the Prime Minister; completed the approval of the Adjustment of the City Construction Master Plan to 2030 with a vision to 2050 according to Decision 52/QD-TTg. The city has actively coordinated with departments, branches, and investors to complete external traffic projects such as Ben Thuy II Bridge; upgrading National Highway 1A to avoid Vinh; Quan Hanh - Quan Banh section; National Highway 535 connecting Le Viet Thuat Street to Cua Hoi; connecting Dang Thai Mai Street to Nam Dan; upgrading important traffic intersections such as 3 North-South railway overpasses in Cua Nam, Quan Bau, Nghi Kim wards; under construction of a 72m road from Nghi Phu - Quan Bau to Hung Tay.

Recently, the city has implemented a project to prevent water loss in the area funded by ADB with 23 million USD. Implemented the Vinh Urban Development Sub-project, including completing and putting into use major items: Bac Canal Section I, Bac Canal Section II, resettlement areas Nghi Phu, Mau Don - Hung Loc; completed Vinh City Drainage Project Phase II, put into operation Hung Hoa Wastewater Treatment Plant, contributing to improving drainage capacity and environmental pollution treatment.

The city's appearance has more highlights, which are high-rise apartment buildings along Quang Trung Street of the corporations: Muong Thanh, Petroleum, Tecco, Hanoi Housing, commercial centers - supermarkets BigC, CK Plaza, Metro, HC electronics; 5-star Muong Thanh - Song Lam hotel; investment in more hospitals such as Nghe An General Hospital with 700 beds, Vinh International Hospital, Thanh An Hospital...

One of the solutions for the city to promote infrastructure investment is to mobilize investor capital in the form of BT for projects: Le Mao extended road (section 1), Cua Tien II bridge; grant investment certificates for new projects in the form of BT, BOT contracts: Le Mao extended road (section 2), Ly Thuong Kiet road, Hung Phuc Primary School, Vinh market agricultural area... At the same time, complete a number of important traffic routes such as: Nguyen Phong Sac road; Phong Dinh Cang road; Nghi Kim and Nghi Lien commune center road; Hai Thuong Lan Ong road; 18m road in Le Loi ward... invest in lighting systems for main roads...

Education and training flourish

Implementing the Project to develop Vinh City into an education and training center in the North Central region, the scale of the school network at all levels is increasingly expanding. Currently, the city has 6 universities, 7 colleges, 7 vocational schools with a total training scale of over 92,000 students; 112 schools at general and preschool levels.

The work of universalizing preschool education for 5-year-old children and primary education has been well implemented; the universalization of secondary education has been firmly implemented in 25 wards and communes. The annual high school graduation rate is 99%. The number of students passing university and college entrance exams is quite high, the city has the highest number of excellent students at all levels in the province for many years; 100% of teachers meet the standards. In the past 5 years, the city has created jobs for 21,740 people/plan of 17,000 people; the rate of trained workers in 2015 is estimated at 60%.

Innovation in leadership and management

Party building work has been carried out comprehensively in all aspects of politics and ideology, taking care of organizational and personnel work, strengthening inspection and supervision work, strictly maintaining Party discipline; focusing on mass mobilization, propaganda, and mobilizing all classes of people to compete in labor production, economic restructuring, and legitimate enrichment. The work of building the government, the Fatherland Front, and people's organizations has had many innovations and improved quality. The government's management work aims to promote democracy, fairness, and create consensus among the people. During the past term, the city has been flexible in directing and operating, proactively grasping the situation, improving forecasting ability, closely following tasks, handling situations well, closely combining economic development with strengthening national defense and security, consolidating the political system and a strong administration, ensuring sustainable development.

In the 2015-2020 term, the city sets the goal: To build Vinh City to develop rapidly, sustainably, worthy of a class I urban area and soon become the economic and cultural center of the North Central region in the spirit of Resolution No. 26 of the Politburo. To achieve that goal, the Party Committee and the city government are focusing on leadership and implementation with the following solutions: Effectively implementing the Prime Minister's decisions on adjusting the master plan of Vinh City to 2030, vision to 2050 and the Project to develop Vinh City to become the economic and cultural center of the North Central region by 2020 in the spirit of Resolution No. 26/NQ-TU; Continuing to effectively implement the Project to restructure the economy associated with transforming the development model towards improving the quality, efficiency and competitiveness of the economy; mobilizing and effectively using all resources for development investment; Strengthening cooperation to attract investment, promoting the advantages of central urban areas in regional cooperation...
