Proposal to increase or decrease staffing of some agencies and organizations in the province

Proposal to adjust the staffing of some agencies and organizations
In the expected content and program of the 4th Session,Provincial People's CouncilThe 18th term, 2021 - 2026 term, taking place in 3 days from December 7 - 9, 2021, the Provincial People's Council will consider and approve the resolution on assigning civil servant payrolls and unifying the number of contract workers according to Decree No. 68/2000/ND-CP in state administrative agencies and organizations of Nghe An province in 2022.
According to the report of the Provincial People's Committee, in 2021, the Ministry of Home Affairs assignedstaffcivil servants in state administrative agencies and organizations of Nghe An province in Decision No. 732/QD-BNV, dated October 12, 2020 and assigned by the Provincial People's Council in Resolution No. 35/NQQ-HDND, dated December 13, 2020) with a total of 3,307 people (not including 4 positions of the Hoang Mai town Internal Affairs Department managed by the Provincial Party Committee).
Next, implementing the policy of merging the two units of the Office of the Provincial National Assembly Delegation and the Office of the Provincial People's Council to establish the Office of the National Assembly Delegation and the Provincial People's Council, the Ministry of Home Affairs issued Decision No. 767/QD-BNV, dated June 24, 2021 and documents of the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Council with the policy of transferring 7 civil servant positions of the Office of the National Assembly Delegation to the province for management.
Thus, according to decisions at all levels, the total number of civil servants of agencies and organizations in the province in 2021 is 3,314.

Also according to the report of the Provincial People's Committee, in 2022, the Ministry of Home Affairs assigned the civil servant payroll in state administrative agencies and organizations of Nghe An province in Decision No. 1036/QD-BNV, dated September 30, 2021 with a total of 3,318 people (including 4 payrolls of the Home Affairs Department of Hoang Mai town). Thus, the total payroll in 2022 compared to 2021 is equivalent.
On the basis of the total payroll assigned by the Ministry of Home Affairs and based on the functions and tasks of each agency and state administrative organization in the province, the Provincial People's Committee has developed a plan.public employee payroll2022 and the draft resolution on assigning civil servant payrolls and unifying the number of contract workers according to Decree No. 68/2000/ND-CP in state administrative agencies and organizations of Nghe An province in 2022 to submit to the Provincial People's Council for consideration and decision at the 4th Session, term 2021 - 2026. Comparing the proposed assignment of payrolls in 2022 with that in 2021, it is basically the same.
Specifically, the total proposed staff assigned in 2022 is 3,314 people; of which the staff in provincial-level agencies and organizations is 1,730 people; the staff in district-level agencies is 1,584 people.

In terms of the total proposed provincial and district-level payroll in 2022, it remains unchanged compared to 2021. However, based on functions and tasks, the Provincial People's Committee has proposed to increase or decrease the payroll in a number of agencies and organizations.
For example, reducing 1 civil servant position of Pu Mat National Park, from 51 to 50 positions to achieve the target of streamlining over 10% of the 2015 staff, because in the period 2015 - 2021, only 8.93% was reduced. Or increasing 1 position for the Office of the Traffic Safety Committee of Nghe An province, from 6 to 7 positions to implement Decision No. 1486/QD-UBND, dated May 24, 2021 of the Provincial People's Committee on appointing Mr. Phan Huy Chuong - Deputy Chief Inspector, Department of Transport to hold the position of Deputy Head of the Provincial Traffic Safety Committee.
Transfer 3 civil servant positions from the Department of Standards, Metrology and Quality (from 16 to 13 positions) to the Department of Science and Technology (from 24 to 27 positions) to transfer the task of inspecting standards, metrology and quality from the Department of Standards, Metrology and Quality to the Department of Science and Technology Inspectorate (from 3 to 6 positions).
Privatecontract laborAccording to Decree No. 68/2000/ND-CP in state administrative agencies and organizations in 2022, the total proposed number is 269 people, an increase of 4 people compared to the Resolution of the Provincial People's Council passed in 2021 and equal to 87%, a decrease of 13% compared to the number assigned by the Ministry of Home Affairs in 2021.
Based on the total number of employees, the Provincial People's Committee proposed to increase or decrease the number of employees for some agencies and organizations. Such as reducing 2 quotas at the People's Council and People's Committee of Hung Nguyen district, reducing 1 quota at the People's Council and People's Committee of Anh Son district and reducing 1 quota at the People's Council and People's Committee of Vinh city, ensuring that each agency has 5 quotas. Proposing to increase 1 quota for the Office of the National Assembly Delegation and the Provincial People's Council, from 12 to 13 quotas.
Increase 1 quota at the People's Council and People's Committee of Cua Lo town; at the same time increase 2 quotas for the People's Council and People's Committee of Con Cuong and Quy Hop districts, and the Provincial Inspectorate, to ensure that each agency has 3 quotas for drivers and janitors.

Continue to perform some tasks
Based on the submission and draft resolution prepared by the People's Committee, at the review meeting of the Legal Committee of the Provincial People's Council held on November 26, in addition to basically agreeing with the content submitted by the Provincial People's Committee, the meeting participants also proposed that the Department of Home Affairs - the agency directly drafting and advising on this content, continue to advise the Provincial People's Committee to promptly transfer the forest rangers of Pu Hoat Nature Reserve and the forest rangers of Pu Huong Nature Reserve to the Forestry Sub-Department for management in accordance with the provisions of Decree No. 01/2019/ND-CP; in accordance with Resolution No. 19-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on continuing to innovate the organization and management, improving the quality and efficiency of public service units.
