Proposal to reduce the number of staff in some commune-level areas
(Baonghean.vn) - Leaders of the Department of Internal Affairs and the People's Committee of Con Cuong district proposed to consider reducing the number of staff in some commune-level areas such as: Land Administration - Agriculture - Construction; Accounting - Finance; Justice - Civil Status; Office - Statistics.
On the afternoon of April 27, the Provincial People's Council's supervisory delegation supervised the work of organizational structure, payroll, and labor contracts in state administrative agencies and public service units in Nghe An province for the People's Committee of Con Cuong district. The commune-level administrative units in Con Cuong district currently have 9 type 1 communes, 3 type 2 communes, and 1 type 3 commune. The total number of allocated cadres and civil servants is 315 people.
Referring to the direction of arranging, streamlining, and perfecting the team of cadres and civil servants at the commune level, the leader of the Department of Internal Affairs, Con Cuong District People's Committee said that for cadres and civil servants, it is necessary to streamline and merge a number of positions with similar functions and tasks such as: Office of the Party Committee, People's Council, People's Committee; Land Administration - Agriculture - Construction with the Commune Agriculture Board...
Mr. Pham Manh Hung - Head of the Department of Internal Affairs, Con Cuong District People's Committee also proposed: "Consider reducing the number of staff in some commune-level areas such as: Land Administration - Agriculture - Construction; Accounting - Finance; Justice - Civil Status; Office - Statistics because it is currently cumbersome and operates ineffectively".
Con Cuong also shows strong determination in arranging and streamlining the team of non-professional workers. At the commune level, the upcoming direction will be to increase concurrent work or let commune-level civil servants concurrently hold some additional positions such as: Internal Affairs - Emulation - Reward, Traffic, Veterinary...
For non-professional workers at the village and hamlet level, the arrangement direction of Con Cuong district is to increase the number of concurrent positions, each village and hamlet should only have about 5-7 people, a reduction of 3-5 people compared to present.
Statistics and assessments by the People's Committee of Con Cuong district show that the number of non-professional staff at the commune level is currently 19 - 22 people/commune, but some positions are ineffective and unclear.
In villages and hamlets, non-professional workers have to face a large amount of work, related to all aspects of social life in the village and hamlet, so it takes a lot of time to work, while operating costs are not guaranteed, greatly affecting the efficiency of activities and work.
The leaders of the Department of Internal Affairs and the People's Committee of Con Cuong district also recommended reviewing and evaluating the performance of the Association's organizations. Many Associations with similar functions should be merged to reduce the number of focal points.

At the meeting, the monitoring delegation also spent time clarifying the situation and results of the organizational structure; policies on public employee and civil servant payrolls, labor contracts, etc.
Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong acknowledged and highly appreciated the achievements of Con Cuong district in the fields of organizational work and implementation of policies and laws on payroll and labor contracts, ensuring compliance with principles and regulations.
Regarding the tasks in the coming time, the Vice Chairman of the Provincial People's Council requested that, once approved, Con Cuong needs to deploy the Project "Arranging the organizational apparatus, streamlining the payroll and restructuring the team of civil servants and public employees to improve the effectiveness and efficiency of the district's political system in the period of 2018 - 2020 and the following years" carefully, implement seriously, fairly, responsibly, and not let petitions and complaints happen.
The Vice Chairman of the Provincial People's Council also requested the district to implement the Job Position Project to ensure stability and fully implement the regime for people subject to staff streamlining; direct, inspect, and review the internal operating regulations of agencies and units; the recruitment of cadres must be in accordance with regulations, must be done firmly, with tight records; continue to review the leaders of departments, offices, public service units, and schools, to ensure both streamlining and improving the effectiveness and efficiency of the apparatus's operations...
