The COVID-19 pandemic continues to evolve in a complex manner. In the current context, to ensure the content and quality of Party branch meetings as stipulated in the Party Charter, Party organizations must adhere to principles while simultaneously adapting them flexibly to suit the actual situation. Below, we would like to propose some forms of Party branch meetings in the context of the increasingly complex pandemic situation.
The first,For Party branches with fewer than 20 members, meetings will continue to be held in person as before. During these meetings, it is essential to ensure compliance with COVID-19 prevention measures (such as the 5K guidelines, etc.). Some less important topics should be shortened, but the main points must still be covered (such as reviewing past events, discussing future directions, personnel matters, and resolving outstanding issues and obstacles).
Monday,For Party branches with more than 20 members, the Party committee must divide the branch into several Party groups, but ensuring that each Party group does not exceed 20 members, and the Party committee must organize activities according to the Party groups.

Before holding a Party cell meeting, the Party committee must proactively hold a meeting to discuss and agree on the content of the meeting; agree on the draft resolution, prepare meeting materials, assign the secretary, deputy secretary, and committee members to preside over the meeting at each Party cell; and receive feedback from Party members to finalize the resolution. Based on this, the Party branch committee issues the official resolution of the Party branch.
It should be noted that if a Party branch has four or more Party groups, Party groups 1, 2, and 3 should hold their meetings first, followed by Party groups 4, 5, and 6 (meaning the meetings do not overlap). This allows Party committee members to attend all meetings of the Party groups, understanding the situation, thoughts, aspirations, and opinions of the Party members.
Party committees and branches need to pay attention to two issues:
Regardless of the format used for branch meetings, the Party's principles must be upheld (such as promoting democracy, ensuring consensus on will and action after discussion, maintaining seriousness throughout the meeting process, and focusing on quality and effectiveness, etc.). In the specific circumstances of each branch, some requirements may be reduced, but the content, nature, and principles must be ensured.
Whether the Party branch meetings are held collectively (with fewer than 20 members) or in Party groups, the proactive role and preparation of the Party committee and the branch secretary are crucial. Therefore, the Party committee and secretary must thoroughly understand the principles of Party activities; closely follow the directives of higher levels, and stay close to the reality of all aspects of activities, including the participation of the Party branch, Party members, and their unit in epidemic prevention and control.
Cases of negligence, carelessness, and irresponsibility in the prevention and control of the Covid-19 epidemic need to be strictly reminded and corrected.
