Proposal for maximum support of 5 million VND for those who provide information on traffic violations
The Ministry of Public Security is seeking comments on a draft Circular regulating the level of support for individuals and organizations providing information reflecting administrative violations in the field of traffic order and safety.
According to the draft, the level of support will be based on the amount of fines from the reported information source. Specifically, for administrative violations for which the competent authority has issued a decision to impose a fine of less than VND 30 million for individuals or less than VND 60 million for organizations, the support level is 5% of the fine amount, not exceeding VND 2.5 million for each case. In cases where the fine is from VND 30 million or more for individuals or from VND 60 million or more for organizations, the support level is 10% of the fine amount, not exceeding VND 5 million/case.
The fine amount is calculated as the basis for determining the level of support payment, which is a fine applied directly from the information provided by the individual or organization. Within 30 days from the date of the penalty decision, the competent authority will decide and implement the support payment.

To be eligible for support, the information must meet several conditions. The information must be in the form of video (with or without sound), recorded by the individual or organization using a handheld electronic device or mounted on a vehicle, without using specialized recording equipment installed according to regulations. The information must be recorded in public areas without a security and order surveillance camera system or without functional forces on duty. At the same time, the information provided must ensure that it does not overlap with data previously discovered and posted by functional forces or sources.
In addition, the reflected information must be original, unedited, ensuring objectivity, accuracy and honesty; clearly showing the violating vehicle, license plate (or registration number for railway and waterway vehicles), time and location of the violation. The information provider must also comply with relevant regulations in Decree No. 135/2021/ND-CP on the use of data collected from vehicles and technical equipment to detect administrative violations.
Information will only be used as a basis for penalties after being verified by the competent authority and a decision on penalties is issued. Individuals and organizations providing information need to declare their bank accounts to receive support or go directly to the Traffic Police Department.
According to the Ministry of Public Security, the traffic order and safety situation is still complicated. The awareness of law compliance of a number of traffic participants is still limited, while the traffic monitoring system has only been deployed on certain routes and areas; the traffic police force is still small, not enough to continuously and comprehensively monitor and handle violations.
In recent times, the movement "All people participate in detecting and providing information reflecting administrative violations of traffic order and safety" has been launched by many localities and has initially shown effectiveness. The authorities have received and processed many reports from people, focusing on behaviors such as going against traffic rules, stopping and parking in violation of regulations, overloading, entering prohibited roads, running red lights, etc.
However, there are currently no specific regulations on support payments for information providers, leading to limited encouragement and mobilization of people's participation. The issuance of a Circular by the Ministry of Public Security to specify support policies is necessary, contributing to improving the effectiveness of management, handling violations and ensuring traffic order and safety nationwide.
