Proposing regulations on the duties and powers of local authorities at all levels
The Ministry of Home Affairs requests the People's Councils and People's Committees of provinces and centrally run cities to propose regulations on the tasks and powers of local authorities at all levels.
Pursuant to Official Dispatch No. 8525/BNV-CQDP dated December 26, 2024 of the Ministry of Home Affairs on proposing regulations on tasks and powers of local authorities at all levels, Permanent Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh has the following comments:
Propose that the Standing Committee of the Provincial People's Council give opinions and propose regulations on the tasks and powers of local authorities at all levels; send written comments to the Provincial People's Committee (through the Department of Home Affairs for general synthesis) before January 1, 2025.

Provincial departments, branches and sectors; People's Committees of districts, cities and towns shall study and propose regulations on the tasks and powers of local governments at all levels in the direction of: (1) Ensuring consistency with the policy of promoting decentralization to local governments; (2) Being consistent with the model of urban, rural, island, administrative-economic unit governments and the management and operation capacity of each level of local government; (3) Only regulating framework issues, principles and within the authority of the National Assembly; (4) The provincial level focuses on the task of developing general policies, measures and solutions, while the district and commune levels are the levels that organize the implementation of policies, measures and solutions in the area; send to the Department of Home Affairs for synthesis before January 1, 2025.
Assign the Department of Home Affairs to synthesize opinions of agencies, units and localities; research and advise the Provincial People's Committee to propose regulations on tasks and powers of local authorities at all levels; send to the Provincial People's Committee.before the date02/01/2025 to report to the Ministry of Interior.
Previously, in order to have a basis for specific regulations in the draft Law submitted to competent authorities for consideration and decision, the Ministry of Home Affairs requested the People's Councils and People's Committees of provinces and centrally-run cities.Proposing regulations on the duties and powers of local authorities at all levelsin the direction of: (1) Ensuring consistency with the policy of promoting decentralization to local governments; (2) Being suitable with the model of urban, rural, island governments, administrative-economic units and the management and operation capacity of each level of local government.; (3) Only regulate framework issues, which are principled and within the authority of the National Assembly; (4) The provincial level focuses on the task of developing general policies, measures and solutions, while the district and commune levels are the levels that organize the implementation of policies, measures and solutions in the area.
