This year, candidates are allowed to register an unlimited number of admission wishes to universities and colleges. With this new regulation, the Ministry of Education and Training has also supported schools to filter out fake candidates as well as avoid the risk of "breaking the battle" and the situation of fake candidates, especially at top schools.
However, many candidates ask the question, at top schools, when the number of applications submitted to the school is much higher than the admission criteria that the schools are allowed to recruit, who will pass and who will fail among candidates with the same scores?
Meanwhile, according to the admission regulations, schools will have to take all candidates with equal scores. However, if this is done, it will exceed the prescribed quota.

Regarding the secondary criteria in admission to ensure fairness for all candidates, Mr. Tran Van Nghia - Deputy Director of the Department of Quality Management (Ministry of Education and Training) said: "The fact that schools set secondary criteria is a mandatory regulation of the Ministry of Education and Training to ensure fairness for candidates who have the same interests and passion for their profession. However, students should not worry too much about the secondary criteria because the Ministry of Education and Training has admission software that can determine and give the fairest results."
In fact, many schools have also introduced sub-criteria and priority for these criteria to ensure the most fairness.
Hanoi Medical University has set out the following secondary criteria and priority order: Priority 1 point for Math exam; Priority 2 points for Biology exam. Thus, candidates with higher Math and Biology scores will be considered first.
At Hanoi University of Science and Technology, in case the number of candidates with admission scores exceeds the quota for the major group, candidates with the same admission scores at the end of the list will be considered for admission according to the following sub-criteria: Total score of three subjects in the admission subject group (without multiplying the coefficient). If the quota is still exceeded, priority will be given to candidates with higher wishes.
Vietnam Academy of Agriculture uses 2 additional conditions when considering admission: If the admission quota is limited while there are many candidates with the same total score, priority will be given to candidates with higher Math scores (for Sociology majors with admission to block C00, the Literature score will be used instead of the Math score).
If the first sub-condition has been used but the recruitment quota is still exceeded, priority will be given to candidates with higher wishes (wish 1 is the highest wish).
One of the things candidates need to keep in mind is to consider carefully so as not to adjust their wishes incorrectly and lose the opportunity to enter the field they love from the beginning.
In fact, up to now, there have been candidates who have not considered carefully and have hastily adjusted their admission wishes while each candidate has only one chance.
Candidates can adjust their wishes in two ways: Online or by using the university admission registration adjustment form.
The online change method applies to candidates who want to change the order of their wishes, change the admission combination or add new wishes. However, the total number of wishes after adjustment must not be greater than the number of originally registered wishes when registering for the exam. Online registration will not adjust regional or subject priorities.
The method of changing by using the registration adjustment form is applied to cases where candidates increase the number of registration options compared to the initial registration or adjust regional priorities or subject priorities, which must be adjusted by form and carried out at the reception point.
