(Baonghean.vn) - The working session of the National Assembly's Judicial Committee delegation in Nghe An province aims to grasp and collect information on the situation of law enforcement in crime prevention and control and law violations; especially difficulties, obstacles and shortcomings to serve the work of building, adjusting, supplementing and amending regulations to meet practical requirements.

Working with the delegation, on the provincial side, there were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; and leaders of a number of relevant departments and branches.
At the meeting, based on their functions and tasks, representatives of provincial departments and branches reported on the law enforcement situation in the areas that the National Assembly's survey delegation was interested in. They affirmed that the Provincial Party Committee, People's Council and People's Committee always pay attention to the leadership and direction of crime prevention and law violation prevention, corruption prevention and control, investigation, prosecution, trial and execution of judgments through the issuance of directives, resolutions, projects, telegrams, etc.
Periodically every month, quarter, and 6 months, listen to, grasp the situation, and direct the handling of issues and incidents as well as remove specific difficulties and obstacles; at the same time, summarize the year and organize a preliminary and final review of the implementation of directives, resolutions, and projects issued by the Central and the province.

Since the beginning of the year, the province has directed all levels to prevent and combat violations of regulations on Covid-19 prevention and control. As a result, since the beginning of October 2021, the authorities have detected and handled administrative violations in 290 cases of intentional violations of regulations on Covid-19 prevention and control; discovered and arrested 12 cases and 13 subjects of smuggling, production, and trading of counterfeit and prohibited goods, intellectual property infringement, and commercial fraud related to Covid-19 prevention and control; prosecuted 3 defendants for violations in bidding causing serious consequences and forgery in work.
All levels and sectors in the province have also stepped up the implementation of many solutions to prevent, inspect, and check, proactively detect and strictly handle violations of the law related to the fields of land, resources, minerals, financial management, budget use, bidding, capital construction investment; conditional business fields such as pawnshops, online games, food hygiene and safety, smuggling, counterfeit goods, counterfeit goods, and trading of additives and chemicals.

Since the beginning of the year, the police at all levels have detected and handled 505 cases and 630 subjects who illegally exploited, transported, and traded natural resources and minerals. They have also detected, arrested, and handled 2,686 cases and 2,695 subjects violating the law in the fields of smuggling, trade fraud, counterfeit goods, and imitation goods; 151 cases and 160 subjects violating the law in the field of food hygiene and safety.
All levels and sectors also focused on implementing preventive measures associated with detecting and handling corruption, including handling the responsibility of leaders. Investigation agencies at all levels in the province have prosecuted and investigated 28 cases, 53 defendants; of which 3 cases/8 defendants have been tried; handling the responsibility of leaders for 4 officials.
Clarifying many shortcomings and difficulties
In addition to the results, from the practical implementation of legal regulations, leaders of provincial departments and branches also pointed out a number of difficulties and shortcomings, proposing the Central Government to resolve them.
As of now, there are no legal documents specifically regulating the preservation and handling of exhibits, objects, documents, etc. in the pre-trial stage; there are no specific regulations or instructions on the boundaries of criminal and administrative handling of the crime of humiliating others; there are no instructions for uniform application to the grounds of "Escaping to appropriate property", "when the deadline for returning property comes, despite having the conditions and ability, intentionally not returning" for the crime of "Abuse of trust to appropriate property"...

At the meeting, members of the monitoring delegation highly appreciated the determination of the Party Committee, government and the entire political system of Nghe An province in the fight against crime and law violations; and corruption.
Sharing the characteristics of a province with a large land area, a large population and many difficult and complicated factors affecting the work of preventing and combating crimes and law violations; members of the National Assembly's survey delegation were interested in raising many issues that they wanted to clarify, grasp more practical information on the implementation of legal regulations as well as difficulties, obstacles and shortcomings serving the process of building, amending and supplementing current regulations under the authority of the National Assembly and central ministries and branches.

In particular, focusing on the content related to corruption prevention measures implemented such as changing the working positions of people with positions and powers; applying science and technology in management and non-cash payments; controlling assets and income of cadres, civil servants and public employees.
