National Assembly delegation supervises thematic work at the Department of Culture and Sports
(Baonghean.vn) - On the morning of January 29, the National Assembly delegation chaired by Ms. Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation supervised the topic at the Department of Culture and Sports of Nghe An.
Implement the Party and State's policies onreorganize the apparatus, streamline the payroll, restructure the staff, civil servants and public employeesIn order to improve the effectiveness and efficiency of operations, as of December 31, 2023, the Department of Culture and Sports has reorganized to reduce from 15 units to 10 affiliated units. During the period from 2018 to 2023, the entire industry reduced 36 civil servants.
According to the assessment, the arrangement and reorganization of public service units of the industry has overcome the shortcomings and limitations of the apparatus of the units, maximized the effectiveness of public service activities of cadres, civil servants and employees; created motivation for cadres and civil servants to strive, contribute to the development of culture and sports of the province.

The representative of the Department of Culture and Sports also mentioned the shortcomings related to the work of reorganizing the organization and management. Accordingly, the Culture and Sports sector is a specialized, multi-disciplinary sector, the streamlining of the payroll and reduction of the number of employees leads to a shortage of human resources in the sector's affiliated units. The implementation of the financial autonomy mechanism faces many difficulties. There is no compensation regime for the staff performing the task of mobile propaganda using images at the grassroots level; the retirement age for actors is not suitable, so it cannot rejuvenate the team of actors, especially dancers...

In response to the recommendations of the representative of the Department of Culture and Sports, Mr. Tran Nhat Minh - Member of the Law Committee of the National Assembly, full-time National Assembly delegate of the Provincial National Assembly Delegation, acknowledged the difficulties that the Cultural sector is facing in the current context. Mr. Minh also suggested that the Cultural sector needs to propose specific solutions, based on the supplementary report so that the monitoring delegation can submit to the Standing Committee of the National Assembly and relevant levels and sectors for solutions.

Some members of the monitoring delegation also requested that the Department of Culture needs to clarify the implementation of assigned staffing targets at public service units under the Department; problems that need to be resolved in recruitment; the implementation of public asset management and arrangement; the implementation of ordering and bidding mechanisms; socialization in the fields of culture, physical education and sports, etc.

Concluding the meeting, Ms. Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation highly appreciated the preparation of documents, files and reports for the monitoring delegation. At the same time, she requested the Department of Culture and Sports to continue implementing the projects on the rearrangement of affiliated units approved by the Provincial People's Committee; pay attention to the management and use of public assets; closely coordinate with relevant departments and branches, especially the Department of Home Affairs in implementing the assigned staffing quota; pay attention to proposing mechanisms to attract actors and coaches to serve political tasks...
Based on the recommendations and proposals of the Culture sector, the Monitoring Delegation will synthesize and report to the National Assembly Standing Committee and relevant levels and sectors for consideration and resolution.
