(Baonghean.vn) - On the afternoon of November 8, the National Assembly discussed in groups the Draft Law on National Defense Industry, Security and Industrial Mobilization and the Draft Law on Amending and Supplementing a Number of Articles of the Law on Property Auction.
The Nghe An National Assembly delegation discussed in Group 3 with the delegations of the provinces: Quang Ngai and Bac Kan. Attending the discussion session were comrade Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, delegate of the Quang Ngai delegation.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province chaired the discussion session.
Speaking at the discussion on the Draft Law on Defense Industry, Security and Industrial Mobilization, Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee, National Assembly Delegate of Nghe An emphasized the viewpoint: Defense and security industry must be self-reliant, self-reliant, dual-use, modern; strengthen cooperation, joint ventures, associations and ensure the participation of organizations, individuals and enterprises.
At the same time, the delegate of Nghe An delegation also said: The scope of the defense and security industry is associated with 3 types: weapons, military technical equipment, and special materials and supplies serving defense and security.
Therefore, the draft law needs to be built within that scope, and at the same time needs to clearly define the core defense and security industrial base and the industrial bases of other economic sectors participating in the defense and security industry.

Regarding the draft Law amending and supplementing a number of articles of the Law on Property Auction, speaking at the discussion, Mr. Tran Nhat Minh - full-time delegate of the National Assembly delegation of Nghe An province highly agreed with the necessity of amending the law.
However, he also discussed and proposed some contents related to the property auction regulations for properties with special elements.
In particular, the draft law under construction stipulates that in cases where an organization practicing property auctioning temporarily suspends the auction, the auctioneer temporarily suspends the auction.
According to the delegate, the draft regulation supplements the above content to resolve problems related to the auction of assets to enforce civil judgments.
However, to solve the problem comprehensively, the draft law needs to add a provision on whether the time to stop organizing the auction is counted in the auction organization period according to the signed auction service contract? This is a very important operational issue in practice to unify implementation.
Delegate Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee, National Assembly delegate of Nghe An delegation, expressed his opinion on the draft having additional regulations on the National Asset Auction Service Portal.
He said that this regulation needs to be carefully considered and evaluated. Because property auctions are related to many other databases such as notarization, land, property registration, etc., there needs to be more specific regulations so that the construction of the database is not affected or wasted.
In addition, delegate Hoang Minh Hieu also gave comments regarding the effective date of the draft law and the provisions of the transitional provisions.
