Nghe An National Assembly Delegation discusses piloting a number of policies on science, technology, innovation and digital transformation activities
On February 15, the National Assembly discussed in groups the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities.

The National Assembly Delegation of Nghe An province discussed in Group 3 with the National Assembly Delegations of Bac Giang and Dak Nong provinces on the morning of February 15.
Regarding this content, the National Assembly Delegation of Nghe An province had 3 opinions expressing high consensus on the necessity of issuing a resolution; demonstrating the very drastic, creative spirit and determination to create breakthroughs of the Party, National Assembly, and Government to promote science and technology activities, innovation and national digital transformation, meeting the requirements of the new era, the era of national prosperity and strength.
In addition, to complete the draft resolution, the Nghe An delegation discussed a number of contents.

Prof. Dr. Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training, gave his opinions on the mechanism of autonomy in organizing scientific and technological activities of public scientific and technological organizations in terms of finance, organizational structure, personnel, academics, and international cooperation.
Prof. Dr. Thai Van Thanh also highly appreciated the policy of accepting risks in scientific research stipulated in the draft resolution; this creates excitement for experts and scientists in research work to boldly propose and pilot their ideas and to create breakthroughs in science, technology and digital transformation.
However, the delegate also said that there should be clear regulations such as: being exempted from civil liability and not having to compensate for costs if the correct procedures and explanations are followed.
The delegate from Nghe An also supported the spending allocation and commented that this was a breakthrough, because scientific research procedures are complicated. Therefore, to put it into practice effectively, he suggested that the Government set standards for different types of experts so that we can set a ceiling.
Regarding science and technology activities, innovation must be associated with people, human resources, and human resource policies. Prof. Dr. Thai Van Thanh suggested that there should be mechanisms and policies to attract many talented people and focus on the areas that Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation has oriented.
At the discussion session, delegates from Nghe An delegation had other comments on the content of the draft resolution.

Delegate Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee mentioned a number of incentive policies on temporary investment in 5G BTS; controlled pilot experiments of telecommunications services, use of low-altitude orbit technology; and contract mechanisms in scientific research activities.

Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee proposed to study specific policies for science and technology activities in the public and private sectors, instead of assuming that all subjects have the same policies. During the working day, the National Assembly discussed in the hall the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; and the draft Resolution of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
