ACTIVE CONTRIBUTION TO THE ACTIVITIES OF THE NATIONAL ASSEMBLY AND LOCAL DEVELOPMENT

In 2022, the Delegation organized to collect comments on 25 draft laws and 2 draft resolutions submitted to the National Assembly sessions; synthesized reports to the National Assembly Standing Committee; and sent them to the National Assembly deputies in the Delegation to select research content and participate in discussions at the National Assembly sessions. Many of the Delegation's opinions were studied, accepted, and revised by the Drafting Committee before being approved.

Through 5 monitoring and survey topics, the Delegation directly worked with 29 units and localities and supervised through reports on 23 units and localities in the province. After the monitoring and survey rounds, the Delegation reported to the National Assembly Standing Committee, the Provincial People's Committee and the monitored units; from there, it made 86 recommendations and proposals to the National Assembly, the Government, ministries, central branches and local authorities on monitoring issues and fields (of which, there were 37 recommendations sent to central agencies and 49 recommendations sent to local agencies).

The Provincial Delegation of National Assembly Deputies actively carried out voter contact activities in various forms. During the year, the Delegation compiled 211 opinions and recommendations from voters (of which 125 were sent to the Provincial People's Committee and 86 were sent to the National Assembly Standing Committee) for consideration and response to voters.

Based on voters' recommendations, the Delegation selected prominent and pressing issues of particular concern to voters to work with the Provincial People's Committee and departments, branches and localities to remove difficulties and propose solutions...

The Delegation has focused on monitoring, urging, and supervising the resolution of voters' petitions. Up to now, voters' opinions and petitions before and after the 3rd session of the National Assembly have been answered by central ministries and branches. Many petitions have been thoroughly and promptly resolved, meeting voters' wishes. Some contents of voters' petitions that have not been completely resolved have been compiled by the Delegation and requested the Provincial People's Committee to continue to direct the resolution...

In addition, the work of receiving people and resolving citizens' petitions and complaints has received attention; activities to support and help the poor, repay gratitude, and support the lives of people in mountainous areas and people affected by natural disasters and epidemics have always received attention from the Provincial National Assembly Delegation...

However, besides the achieved results, the activities of the Delegation still have shortcomings and limitations such as: The leadership in coordinating the monitoring and survey activities between the Provincial National Assembly Delegation and the Provincial People's Council is still inadequate, there is overlap in locations and units being monitored.

The leadership, inspection and supervision work to improve the quality of advice of the Office of the National Assembly Delegation and the Provincial People's Council is still not regular, so some advice contents still do not meet the requirements...

At the conference, members of the National Assembly Delegation of Nghe An province also focused on discussing contents to improve the effectiveness of the activities of the National Assembly Delegation of the province in the coming time.

BRINGING LIFE INTO THE NATIONAL ASSEMBLY

In 2023, the National Assembly Delegation of Nghe An province will seriously and effectively carry out the collection of opinions on draft laws according to the Resolution of the National Assembly on the Law and Ordinance Building Program in 2023; Participate in activities of examining, giving opinions and discussing draft laws and resolutions at sessions of the National Assembly, sessions of the Nationality Council and Committees of the National Assembly; Proactively survey the practical contents related to draft laws submitted to the National Assembly sessions, especially draft laws directly related to the people.

Along with that, the Delegation will seriously implement the supervision program of the National Assembly and the National Assembly Standing Committee; effectively organize the implementation of the Delegation's supervision and survey programs; supervise the implementation of the National Assembly's resolutions and the settlement of voters' petitions, complaints and denunciations of citizens; coordinate and participate in the supervision activities of the Provincial People's Council and the Provincial Vietnam Fatherland Front Committee.

Implement well the regulations on citizen reception; receive and process petitions and letters in accordance with regulations; closely monitor and urge competent authorities to promptly resolve citizens' complaints and denunciations...

In addition, the Provincial National Assembly Delegation will continue to innovate and improve the quality of voter contact activities, increase voter contact by locality, topic, field, and subject that the delegates are interested in or related to the content of the National Assembly session; proactively participate and coordinate to prepare well the contents of the 5th and 6th sessions of the 15th National Assembly and extraordinary sessions (if any); promote the role and responsibility of National Assembly deputies, contributing to improving the effectiveness of the National Assembly's activities...

At the same time, improve the quality of coordination in work between the Provincial National Assembly Delegation and agencies, departments, branches and localities so that all opinions of voters are received, synthesized and sent to the National Assembly promptly and effectively by the Provincial National Assembly Delegation. Strengthen foreign affairs activities; organize work with central ministries and branches; exchange experiences with National Assembly Delegations of provinces and centrally run cities. Continue to pay attention to mobilizing resources to effectively implement social security activities...

Concluding the conference, Nghe An Provincial Party Secretary Thai Thanh Quy - Head of the Provincial National Assembly Delegation acknowledged the delegates' suggestions; at the same time, thanked the agencies, units and localities in the province for their active coordination and support to help the Provincial National Assembly Delegation fulfill its tasks as elected representatives in 2022.

Regarding the tasks for 2023, Head of the Provincial National Assembly Delegation Thai Thanh Quy suggested that the National Assembly Deputies actively go deeper and learn about the reality to grasp the situation, stay close to the grassroots, and bring "the breath of life" to the National Assembly; at the same time, promote the strengths of each delegate (each delegate has a specialized field) to have better quality comments, affirming the position of the National Assembly Deputies and the Provincial National Assembly Delegation.

In addition, the agencies continue to advise on organizing more voter contact activities in addition to voter contact meetings before and after the 5th and 6th sessions of the 15th National Assembly; research and innovate voter contact activities by locality, by topic, by subject... Along with that, continue to strengthen work with central ministries, branches, provinces and cities; well implement the regulations and management of the Youth Union...
