Solidarity, democracy, intelligence for the common development of the province

PV:Dear comrade, implementing the action program of the provincial Fatherland Front for the 2014-2019 term, the Fatherland Front and its members have made many innovations in the methods and content of activities. Could you share some outstanding results?

Comrade Nguyen Van Huy:In the 2014 - 2019 term, closely following the functions and tasks of the Vietnam Fatherland Front and the operation and development of the province; the Vietnam Fatherland Front from the province to the grassroots has proactively participated in many contents and tasks, contributing to the overall development of the province; especially gathering and building the great national unity bloc to creatively, innovatively and practically carry out patriotic emulation movements and campaigns. Typical examples are the campaigns "All people unite to build new rural areas and civilized urban areas"; poverty reduction work; "Vietnamese people prioritize using Vietnamese goods"; movements "Residential areas say no to dirty food", ensuring security, order, preventing and combating crimes and social evils, ensuring traffic order and safety, taking care of military rear policies, "gratitude and repayment" work...

The Chairman of the Provincial Fatherland Front Committee awarded Certificates of Merit to collectives and individuals with outstanding achievements in Front work.

Through the propaganda and mobilization of the Fatherland Front at all levels, up to now, people in Nghe An province have voluntarily contributed 5,658 billion VND; donated over 8 million square meters of land; and supported 6.39 million working days to build new rural areas. By the end of 2018, the whole province currently has 56 villages, hamlets and 218/431 communes, 3 district-level units meeting new rural standards.

Monitoring and criticism activities according to Decision No. 217-QD/TW, dated December 12, 2013 of the Politburo were proactively implemented by the Vietnam Fatherland Front and its member organizations and selected practical content, including issues of concern and concern to the people. Specifically, such as the management of the use of plant protection drugs; irrigation fee compensation policy; policy for people with meritorious services to the revolution; environmental pollution in industrial zones; food hygiene and safety, vocational training policy for rural workers, etc.

Notably, through monitoring activities, the Vietnam Fatherland Front and its member organizations have discovered and recommended that Party committees and authorities at all levels overcome shortcomings and inadequacies in the implementation of Party and State policies. Similarly, the Vietnam Fatherland Front and its members at all levels have also implemented criticism activities in an increasingly systematic manner, focusing on draft policies, legal documents of the Party, State, National Assembly and localities.

Based on the direction of the Provincial Party Committee, during the term, the Provincial Fatherland Front Committee directed the Fatherland Front at all levels to preside over the implementation of dialogue activities between Party committees and grassroots authorities with people in 480 communes, wards and towns periodically twice a year. In particular, the Fatherland Front at the commune level paid attention to monitoring after the dialogue to ensure that voters' recommendations and concerns were resolved, ensuring the effectiveness of the dialogue. Thereby, contributing to removing obstacles and difficulties as well as relieving people's concerns, limiting mass petitions and complaints, bypassing levels, and promoting local socio-economic development.

Ethnic, religious and people's foreign affairs work, participation in Party building and government building of the Vietnam Fatherland Front and its member organizations have been innovated, flexible, creative and brought about practical results.

PV:In the 2014-2019 term, it can be said that the Fatherland Front at all levels in the province undertook a lot of work, including new and difficult tasks. So, in order to ensure the successful completion of the above tasks, what lessons have been drawn from your experience?

Comrade Nguyen Van Huy:From the practical activities of the Fatherland Front in the past term, it can be seen that the most important factor is the direct and timely leadership and direction of the Provincial Party Committee; the regular coordination and support of the National Assembly Delegation, the Provincial People's Council and the Provincial People's Committee through the annual coordination regulations between the Provincial Fatherland Front Committee and the agencies. On the basis of closely following the functions and tasks of the Fatherland Front and the actual situation of the locality, the Provincial Fatherland Front Committee has also developed a methodical action program to implement the Resolution of the Provincial Fatherland Front Congress for the 2014-2019 term, with specific goals and targets; originating from the aspirations and legitimate and legal interests of the people.

The working methods of the provincial Fatherland Front and its member organizations are focused on innovation, enhancing proactiveness, creativity, and clarifying responsibilities in activities, clearly defining the presiding agency and coordinating agency, avoiding overlap and formality.

During the term, the Standing Committee of the Provincial Fatherland Front Committee organized 12 monitoring topics and the Fatherland Front at district and commune levels organized more than 900 monitoring topics. The Fatherland Front at all levels organized 1,012 social criticism conferences, contributed comments on 1,740 documents; organized 917 criticism dialogues, and participated in giving comments on 1,730 contents of Party and government building.

In the 2014 - 2019 term, the Provincial Fatherland Front Committee also paid more attention to building and consolidating the organization; training and fostering skills and operational capacity for the staff doing Front work; combining self-study, self-training, raising the sense of responsibility for work, closely following assigned tasks, closely following the grassroots and residential areas to propagate and mobilize, knowing how to "listen to people", "act to gain people's trust", overcoming the general working style, administrativeizing the Front's work. Practical work proves that wherever there is an exemplary, responsible, prestigious head of the Fatherland Front and a team of capable, dedicated staff, the Front's activities are effective, the position and role of the Front are enhanced.

The work of summarizing and evaluating, in conjunction with emulation and rewarding movements and campaigns chaired by the Vietnam Fatherland Front, is regularly organized; thereby promptly correcting and overcoming shortcomings and limitations, while at the same time encouraging, motivating and widely spreading movements and campaigns.

PV:Currently, the Vietnam Fatherland Front is assigned many functions and tasks. To continue to perform its functions and tasks well, what will the action program of the Vietnam Fatherland Front for the 2019-2024 term focus on, comrade?

Comrade Nguyen Van Huy:That's right! Currently, the Fatherland Front is assigned to perform many functions and tasks, including new functions and tasks that need to be implemented effectively. Besides, Nghe An is a province with its own characteristics, a large area, including 11 mountainous districts and towns, ethnic minorities; has 419 borders and 450,000 ethnic minorities, 280,000 Catholics.

This reality poses a challenge for the Vietnam Fatherland Front and its member organizations in the 2019-2024 term to continue to worry, innovate methods of operation, innovate propaganda and mobilization work to arouse patriotism and support from the people to carry out tasks, emulation movements, and campaigns chaired by the Front, especially building new rural areas and civilized urban areas. Along with that, it is necessary to strengthen listening to people's opinions, promptly detect shortcomings in the implementation of policies and guidelines of the Party and State at all levels to propose amendments, so that the policies and guidelines issued ensure harmony of interests and protect the legitimate rights and interests of the people.

Another focus that needs to be focused on is social supervision and criticism activities; in which the priority supervision content is state management activities directly related to people's lives; at the same time, focusing on criticizing the Party and State's policies and guidelines that are directly related to the people's legitimate and legal rights and interests, the rights and responsibilities of the Vietnam Fatherland Front and its member organizations.

The provincial Fatherland Front will also continue to direct the Fatherland Front at all levels to improve the quality of organizing dialogue activities between Party committees, authorities and people, contributing to strengthening the flesh-and-blood relationship between the Party, State and people...

From the functions, tasks, roles and positions of the Vietnam Fatherland Front, there is an increasing requirement to build a staff of members of the Vietnam Fatherland Front Committee for the 2019-2024 term with good moral qualities, professional qualifications, capacity, working skills, prestige, responsibility and the ability to gather the strength of national solidarity to effectively implement the 5 programs proposed by the 14th Vietnam Fatherland Front. Therefore, delegates attending the congress need to promote democracy and intelligence to negotiate and select qualified people for the Vietnam Fatherland Front Committee of Nghe An province for the new term 2019-2024.
