The survey delegation summarizing 10 years of implementing Decision 218-QD/TW of the Politburo worked with the Standing Committee of Nghe An Provincial Party Committee.
(Baonghean.vn) - After summarizing 10 years of implementing Decision No. 218-QD/TW, Nghe An proposed that the Central Government issue a new decision to continue implementing the policy of the Fatherland Front and socio-political organizations and people participating in giving opinions on Party building and government building.
On the afternoon of August 7, the Central Steering Committee's survey delegation summarized 10 years of implementing Decision No. 218-QD/TW, dated December 12, 2013 of the Politburo (11th tenure) promulgating the Regulation on "Vietnam Fatherland Front, socio-political organizations and people participating in giving opinions on Party building and government building", working with the Standing Committee of Nghe An Provincial Party Committee.

NGHE AN HAS MANY CREATIVE AND GOOD WAYS OF DOING THINGS
After 10 years of implementing Decision No. 218-QD/TW, Party committees and heads of government at all levels in Nghe An have clearly recognized the role, position and importance of giving opinions on Party building and government building.

The province has issued programs and plans for direction and implementation in accordance with the actual situation of the locality; seriously received comments and contributions, organized to collect opinions from the Fatherland Front, socio-political organizations at all levels and the people in leadership and management; built and implemented policies and guidelines for socio-economic development, ensuring national defense and security in the area.
The Vietnam Fatherland Front and socio-political organizations have proactively developed plans to implement monitoring and social criticism activities, contributing to Party and government building and achieving many positive results. The quality and effectiveness of direct dialogue between leaders of Party committees and governments and the people have been gradually improved.

From 2014 to present, the Vietnam Fatherland Front Committee of Nghe An province and socio-political organizations at all levels have provided 92,075 comments to Party organizations and Party members and 133,333 comments to government agencies, organizations and individuals.
At the meeting, the survey team members acknowledged and highly appreciated the implementation results in Nghe An, especially the good and creative models and practices such as organizing dialogues between the Standing Committee of the Provincial Party Committee with management leaders, department-level experts of the Provincial Agencies Bloc and with heads of Party committees and authorities at the commune level.

The delegation also raised a number of issues related to the implementation work such as: the effectiveness of implementing the Regulations on coordination between the government, the Vietnam Fatherland Front Committee and socio-political organizations; the work of classifying and evaluating the quality of the content of comments; the form, method of implementation, handling and ways of responding to comments of the Party Committee and government regarding comments of the Vietnam Fatherland Front, socio-political organizations and the people.
Leaders of the Provincial Fatherland Front Committee and socio-political organizations, and the Standing Committee of Dien Chau District Party Committee discussed and clarified the issues raised by the survey delegation.


Speaking at the meeting, Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu also discussed and clarified related contents, and at the same time, proposed that the Central Committee strengthen inspection, supervision and evaluation of implementation results with each locality and unit; develop and promulgate guidelines and regulations for Party committees, authorities and individual heads of agencies, units and localities to receive and implement opinions of the Fatherland Front and unified socio-political organizations nationwide.
The Deputy Secretary of Nghe An Provincial Party Committee also proposed that the Central Government provide specific guidance for comments via email and social networks; strengthen the organization of forums and national competitions to gather creative ideas and propose good solutions, contributing to building an increasingly strong Party and government;...

PROPOSAL FOR THE CENTRAL COMMITTEE TO ISSUE A NEW DECISION
Speaking at the meeting, with natural conditions, diverse population composition, many policies of the Central and the province implemented in all aspects of the locality such as: coastal areas, plains, mountainous areas, borders, ethnic minorities..., Secretary of Nghe An Provincial Party Committee Thai Thanh Quy affirmed: In the implementation process, the Party Committee and the government pay great attention to receiving, handling and absorbing opinions; considering this as one of the solutions to stabilize the situation in the area, promptly resolving legitimate and legal opinions and recommendations of people and voters through the Front and socio-political organizations; from there, the process of leadership, direction and implementation of policies and guidelines will be more appropriate.

Appreciating the effects and significance of the issuance and implementation of Decision No. 218-QD/TW, the Secretary of Nghe An Provincial Party Committee proposed that, after summarizing 10 years of implementation, the Central Committee issue a new decision to continue implementing the policy of listening to people's opinions and suggestions to build the Party and government through the Front and socio-political organizations.
However, the head of Nghe An Provincial Party Committee suggested that the new regulations need to be changed to keep up with the current context; in particular, there should be a unified process for receiving and handling people's comments nationwide, avoiding each province having a different way of doing things, each political and social organization implementing vertically, leading to lack of uniformity; there should be solutions to stimulate people's comments for individuals, especially for heads of organizations, units and party members, associated with standard information filters, as well as suggestions and initiatives to build the Party and government; synchronously apply information technology in synthesizing, monitoring and handling people's comments. These are also the three difficulties that Nghe An has encountered from the 10-year practice of implementing Decision No. 218-QD/TW of the Politburo.

Concluding the meeting, Comrade Nguyen Dinh Khang - Member of the Party Central Committee, Secretary of the Party Delegation, President of the Vietnam General Confederation of Labor, Head of the survey delegation acknowledged that Nghe An seriously and resolutely implemented Decision No. 218-QD/TW of the Politburo, had many good models and through listening to the opinions of the people, had specific policies, especially policies aimed at the disadvantaged and the poor in the province. Thereby, the political security, order and social safety situation was stable, meeting the development requirements of the province.

Acknowledging the recommendations of Nghe An province, comrade Nguyen Dinh Khang suggested that in the coming time, the province continue to promote the achieved results, replicate good practices and models; at the same time, regularly enhance the role of the Fatherland Front, socio-political organizations and people in providing comments.
