Innovate strategic-level personnel work systematically and in the right direction
Building a contingent of cadres, especially strategic-level cadres, is a top priority task and a crucial task of the Party, carried out regularly, carefully, scientifically, closely and effectively.
Thoroughly imbued with that spirit throughout its history, our Party has always paid great attention to personnel work. In particular, during the 12th term, the Central Executive Committee issued many Resolutions, Directives, and Regulations to focus on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity, and prestige, equal to the task to lead the country to realize its aspiration: By the middle of the 21st century, Vietnam will become a developed, powerful country, a prosperous and happy Vietnam.
In the process of leading the revolution over the past 90 years, especially in the period of innovation and international integration, the work of cadres has always received special attention from our Party. Through the implementation of Resolutions and Cadre Strategies in the period of promoting industrialization and modernization of the country at the 3rd Central Conference of the 8th term (June 1997), the 4th Central Resolution of the 10th term (January 2007) on innovation and perfecting the organizational apparatus of Party agencies, on innovation of the organizational apparatus of the State, the Fatherland Front and socio-political organizations.
Resolution 7 of the Central Committee, Session XI (May 2013) on strengthening and innovating the Party's leadership over mass mobilization work in the new situation; the contingent of cadres from the Central to local levels has made new developments, gaining prestige before the Party and the people. However, there is still "a large number of cadres and party members, including those holding leadership and management positions, including some senior cadres, who have degraded in political ideology, ethics, lifestyle, opportunism, pragmatism, chasing fame and profit, corruption, waste... The situation of running for positions, running for power, running for rotation, appointing relatives and cronies to key positions has not been pushed back..." as stated in Resolutions 4 of the Central Committee, Session XI, Session XII.

From this assessment, during the 12th term, the Central Executive Committee, the Politburo, and the Secretariat under the direction of General Secretary and President Nguyen Phu Trong have focused highly on leading, directing, and implementing the review, supplementation, amendment, and promulgation of a system of regulations, standards, principles, and methods for comprehensive rectification and innovation of personnel work, considering this the number one key task, and a regular task of the entire Party and the entire political system.
At many different conferences and forums, General Secretary and President Nguyen Phu Trong always emphasized: "We must consider cadres as the decisive factor in the success or failure of the revolution; cadre work is the "key" step in the work of building the Party and the political system. Building a contingent of cadres, especially strategic-level cadres, is the top priority task and a regular work of the Party. Investing in building a contingent of cadres is investing in long-term and sustainable development."
With the spirit of considering cadre work as a key task, "the Party's fundamental work", during the 12th term, the Central Executive Committee, the Politburo, and the Secretariat issued nearly 130 important documents to lead and direct the work of Party building and rectification and cadre work such as: Resolution 6 of the 12th Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system, streamlining, operating effectively and efficiently" Resolution 7 of the 12th Central Committee on "Focusing on building cadres at all levels, especially at the strategic level". Regulation 08 on "Responsibility to set an example for cadres and party members, first of all Politburo members, Secretariat members, and Central Executive Committee members". Regulation 205 on controlling power, preventing the abuse of power and position in cadre work; Regulation on "Framework of standards for positions, orientation of criteria for evaluating leaders and managers at all levels... Ms. Pham Thi Thanh Tra - Deputy Minister of Home Affairs said that there has never been a term in which our Party has focused so much on Party building and rectification work, especially on personnel work, with many innovations and achieved important results like this term.
“Completing important institutions and mechanisms, focusing on building a clean and strong Party and innovating the political system synchronously and at the same time standardizing the mechanism for building and managing the cadre team to make cadre work more democratic, public, impartial, transparent, and strict, and gradually restraining, preventing, and repelling the situation of seeking positions and power as well as negative manifestations in cadre work” - said the Deputy Minister of Home Affairs.
Looking back at the results of selecting cadres from the recent Party Congresses at all levels, as well as the work of preparing strategic personnel for the upcoming 13th Congress, Mr. Nguyen Thanh Binh - Deputy Head of the Standing Committee, Central Organization Committee affirmed: This time, in personnel work, our Party has applied many important new points compared to previous terms, including regulations on personnel standards for participating in Party Committees, personnel work procedures and especially implementing a 5% reduction in the number of Party Committee members at the provincial and district levels.
Through implementation, it shows that the provincial level has reduced by 6.2%, the district level has reduced by 11.6%, the grassroots level has also reduced by 12.5% and thereby, contributing to reducing budget expenditures by hundreds of billions of VND/year. It is noteworthy that although the number of Party committees has reduced, the quality has increased a lot. Because we have expanded democracy, increased the responsibility of individuals and collectives in selecting and introducing candidates to join the Party committee, and there is assessment and supervision by many parties for personnel work.
"The cadres at all levels have grown and developed in many aspects, with increasingly improved quality, and the structure of age, gender, profession, and field of work has all made clear progress. The source of planned cadres is quite abundant, with improved qualifications, basically meeting the requirements of integration and development of the country in the new situation and the steady transition between generations" - Mr. Nguyen Thanh Binh said.
Learning from the previous term, the personnel selection for the 13th Central Committee will be conducted more closely. Through many planning, supplementation and adjustment sessions, the Central Committee has voted by secret ballot to introduce and include about 220 comrades in the strategic-level staff planning. The planning of the Central Committee, Politburo, Secretariat and key leadership positions of the Party and State for the 2021-2026 term will be carried out step by step, carefully, following a strict and democratic process.

Standing member of the Secretariat Tran Quoc Vuong emphasized: “We are determined not to let into the Party Committee those who are not politically steadfast, have poor qualities and abilities, lack exemplary qualities, lack internal solidarity, do not defend what is right, do not dare to fight what is wrong, show signs of degradation in ideology, politics, ethics, lifestyle, self-transformation within the Party, seek positions, seek power, corruption, negativity, and group interests. This is a very important issue.”
Five years of implementing the Resolution of the 12th Party Congress, Party building work in general and cadre work in particular have contributed to making our Party stronger. The people trust and hope that at the upcoming 13th Congress, delegates will fully promote their responsibilities to...choose the most worthy representatives, is the quintessence of the Party and the nation participating in the 13th Central Executive Committee to lead the country and people to create new development miracles, entering a new development stage for the goal of "rich people, strong country, democracy, fairness, civilization", successfully realizing the aspiration to develop a strong and prosperous country./.
