Dialogue - a good way to solve problems at the grassroots level

Prioritize what people need

In a low-lying area with many difficulties like Hung Nhan commune (Hung Nguyen), to create consensus in building new rural areas, the Party Committee and the commune government always prioritize choosing matters related to people's interests to focus on solving, publicly and transparently disclosing information so that "people know, people discuss, people check", from intra-field traffic works, irrigation works, schools, medical stations to building waste collection projects, planning cemeteries far from residential areas; developing vaccination funds...

Comrade Tran Cong Hoan - Secretary of the Party Committee of Hung Nhan commune said: Regarding the construction of economic models, in addition to sticking to the fields and accompanying the people, the government has paid attention and supported to encourage and motivate people. For example, for the construction of cultural villages, each village recognized by the commune has a reward mechanism of 5 million VND/village; support of 10 million VND/unit to build village gates...

Or for building model fields, developing the economy of the alluvial area from 1.5 - 3 hectares, in addition to the reward mechanism of the district, people are also supported by the commune with seeds and 2.5 million VND/field. Mr. Nguyen Danh Quy (born in 1990) - a pioneer in building a comprehensive economic model of the alluvial area in hamlet 5 said: "Thanks to the encouragement, care and support of the Party Committee and the government, although I am working for the Hoa Sen Steel Factory, I am still determined to return to my hometown to start a business. I received 3 hectares of land in Loi beach to grow peanuts, corn and vegetables such as squash, pumpkin, cabbage, cauliflower", raise nearly ten free-range cows, geese, chickens, ducks...

Thanks to the consensus of the people, the work of land consolidation and plot exchange from 10-12 plots down to 1.2 plots was carried out smoothly; 6 high-income field models were built, 6/9 villages were recognized as cultural villages. Currently, the commune has achieved 11/19 new rural criteria and is striving to reach the new rural goal in 2017.

In Nghi Loc district, the construction of typical examples of skillful mass mobilization focuses on models that serve the interests of the people. In the economic field, local Party committees and authorities focus on models of converting crop and livestock structures, applying scientific and technical advances in production, animal husbandry, and building fields for high income such as the model of growing watermelon and vegetables with an income of over 300 million VND/ha in Nghi Long and Nghi Thinh communes; the model of model rice fields in Nghi Hoa, Nghi Lam, and Nghi Van communes with an income 1.5 times higher than other rice varieties; the model of growing high-quality vegetables in Nghi Thuan commune with an income of 200 - 300 million VND/ha... In the socio-cultural field, mass mobilization models focus on building infrastructure and cultural institutions at the grassroots level.

From there, not only consensus was created but also the people's strength was mobilized. Typically, the mass mobilization team of hamlet 7 (Nghi Trung commune), Khanh Thinh hamlet (Nghi Khanh commune) mobilized people to contribute to building a hamlet cultural house with full facilities, worth over 500 million VND..., thereby promoting the emulation movement to build a cultural life in residential areas more and more effectively and practically.

Many localities in the area, thanks to their "smart mass mobilization" and prioritizing works serving people's livelihoods, have created a high consensus among the people to reach the finish line early in building new rural areas. For example, Nghi Hop commune has mobilized people to contribute over 10 billion VND to build welfare works and voluntarily donate over 2,000m2 of garden land to expand rural roads according to new rural standards. Currently, the whole commune has successfully implemented 19/19 new rural criteria.

Enhance dialogue

Socio-economic development brings with it many emerging issues, therefore, mass mobilization work must be one step ahead. That is an effective solution to enhance democracy, not only helping people grasp and understand related issues but also cadres in the political system also get feedback from the grassroots to improve work efficiency, promptly resolve arising issues.

Realizing this, the Standing Committee of Hung Nguyen District Party Committee issued Action Program No. 17-CT/TU on implementing Project No. 10-DA/TU of the Standing Committee of the Provincial Party Committee on "improving the effectiveness of Party committees at all levels in relation to the government, the Fatherland Front, and organizations in performing socio-economic, national defense and security tasks, especially in directing the resolution of sudden, urgent, and prominent cases" and Action Program No. 18 on implementing Project No. 09-DA/TU of the Standing Committee of the Provincial Party Committee on "strengthening mass mobilization work, implementing grassroots democracy regulations in planning, compensation, support for site clearance, and resettlement to implement socio-economic development projects in Nghe An province", especially the VSIP complex project, the project to expand and upgrade Ong Hoang Muoi temple, 72m road, and bridge over Lam river connecting Hung Xa commune (Hung Nguyen) to Nam Trung commune (Nam Dan).

Comrade Pham Quoc Viet - Deputy Secretary of Hung Nguyen District Party Committee said: For urgent, prominent cases or issues related to site clearance, major programs and projects in propaganda and mobilization work, cadres doing mass mobilization work must stick to the work, stick to the people, persistently persuade and explain thoroughly all policies and guidelines of the State, mobilize the participation of the entire political system, resolve all legitimate petitions of the people, and pay attention to disadvantaged subjects.

And most importantly, do not avoid, be ready to dialogue with the people in all cases to find a common voice. For large projects such as VSIP, the District Party Secretary and Chairman of the District People's Committee personally get involved to explain to the people the policies and guidelines in compensation and support for site clearance and the urgent importance of this project.

In Tan Ky district, along with the issuance of Plan No. 14-KH/HU to handle key issues in the area and focus on direction. Comrade Bui Thanh Bao - Secretary of the District Party Committee said: Mass mobilization work is in the direction of closely following the grassroots, clearly defining work and people, and increasing dialogue with the people.

For complicated cases, the comrades in the Standing Committee and the Standing Committee of the District Party Committee will be in charge of each specific issue. Thanks to that, 5 tasks were completed 100%, 3 tasks were completed 50%. It can be mentioned as the agreement to resolve the administrative boundary between some communes of Tan Xuan, Giai Xuan, Tan Hop (Tan Ky) and Ha Son, Chau Ly (Quy Hop) according to the plan to adjust the administrative boundary line. Through dialogue, up to now, all boundary markers have been installed, the people and the government have a high level of consensus.

Or the case related to the petition of the people of Gia De hamlet (Nghia Dung commune) regarding the granting of sand and gravel mining licenses to private enterprises. Along with dialogue with enterprises and people, assigning responsibilities to enterprises and mass organizations to carry out mass mobilization work well to resolve conflicts among the people. The district focuses on consolidating the political system, stabilizing the situation, not allowing petitions, complaints or scenes of people gathering at the People's Committees at the commune and district levels to complain...

Not only at the provincial and district levels, in recent years, commune-level units have also linked propaganda and mobilization work with dialogue and contact with the people. Through this, it has helped the Party committees and authorities record many valuable opinions to lead, direct, manage and resolve "reasonably and emotionally" pressing issues at the grassroots level, thereby creating consensus between "the Party's will and the people's hearts".

For example, in Nghi Thuan commune (Nghi Loc) - one of the communes where the N5 cross-road project phase 2 passes through, 46 households were forced to relocate their houses to construct the project. Through increased meetings and dialogues with households, it was found that the problems were due to households requesting compensation prices for land clearance as well as assets on the land higher than the prices regulated by the State; some cases requested the State to support households that depend on the project or land for land when arriving at the resettlement area...

In addition to dialogue, the Party Committee and the government have directed political organizations to regularly monitor the area, especially the subjects subject to relocation, to propagate the Party and State's policies on compensation and site clearance. Thanks to that, 100% of households have accepted compensation and relocation to hand over the site to the project.

It can be affirmed that effectively implementing direct dialogue with people in many forms, concentrated, individual, target groups... is considered a quite effective and flexible "smart mass mobilization" channel, not only solving pressing problems among people, limiting the situation of complaints, lawsuits, and denunciations beyond the level, but also promoting the right to mastery, enhancing people's participation in the process of socio-economic development, building new rural areas of the locality, thereby, strengthening people's trust in the Party Committee and government.
