Dialogue with people - good practice in Quy Hop

(Baonghean) - Direct dialogue is the most effective mass mobilization channel for Quy Hop to seek consensus from the people on the district's major policies.

To mobilize farmers to "consolidate land and exchange plots" and encourage land accumulation to develop large-scale production in agriculture, over the past years, Chau Thai commune officials have started to implement it, but almost all movements are still "standing still". The reason is determined to be that people do not clearly understand the importance of land consolidation and exchange plots.

Faced with this situation, the Chau Thai commune government regularly organized hamlet and village meetings to make people understand that land consolidation will help mechanize agricultural production more effectively, increase productivity, and bring high economic efficiency.

Through a long period of dialogue, the people of Chau Thai gradually understood the State's policies and guidelines to serve their interests, making implementation much easier than before. Up to now, 473/473 households in Chau Thai commune have converted their land. Before the conversion, the total number of plots in the commune was 1892, with each household having an average of 3-4 plots or more. After the conversion, the total number of plots was only 946, with each household having an average of 2 plots, in the same area.

Mr. Ngan Van Truong - head of Tam Thai hamlet said: "Tam Thai hamlet has 108 households, mainly Thai ethnic people. People have the habit of growing rice on terraced fields, in many different areas of land. When there was a policy of land consolidation, people did not realize the effectiveness so they protested many times. Hamlet cadres and some senior leaders often had to dialogue with people, using practical, specific examples so that people could understand and follow."

Like Chau Thai commune, Chau Cuong is a locality with a large ethnic minority population, with a poverty rate of up to 37%. However, this is an area that is considered to have created great consensus among the people.

At a dialogue session between the Standing Committee of Chau Cuong Commune Party Committee and the people of Khi and Teo villages on the morning of March 18, 2016, it can be seen that this is truly a democratic forum, not a formality. The people expressed their thoughts, feelings, and aspirations in a democratic and straightforward manner; the local leaders explained openly, receptively, and respectfully to the people.

Ms. Vi Thi Xuan (Teo village) said: "Before implementing any policy or initiative of the State, the commune leaders also hold meetings to ask for people's opinions, from road construction, construction works to implementing new rice growing techniques. Problems are also satisfactorily resolved, so we people have great trust in the officials and the government."

In early 2015, the commune government planned to build rural roads, divided into 2 phases, phase 1 to celebrate the Party Congress at all levels, phase 2 to celebrate the National Assembly and People's Council elections at all levels. With the sponsorship of stone powder from Yamashi Vietnam Japan Group, the commune government mobilized people to donate trees, land and contribute working days to level the roads.

Mr. Luu Xuan Diem - Chairman of Chau Cuong Commune People's Committee said: "Through dialogues with the people, we received high consensus and support, so the progress of rural road construction is very fast. Up to now, we have completed spreading stone powder on nearly 20 km of roads in the commune."

Not only regularly organizing dialogues between the commune government and the people, Quy Hop is also one of the few localities that has promptly implemented the policy of dialogues between the members of the Standing Committee of the District Party Committee and the people twice a year. At those dialogues, the members of the Standing Committee of the District Party Committee can handle and fully explain to the people the issues under their authority. Thanks to that, the district leaders have promptly resolved many cases and issues related to the interests of the people; the number of complaints and denunciations beyond the level and authority has significantly decreased.

In 2015, the total number of petitions and letters arising in the district decreased by 22% compared to the same period in 2014. In addition, dialogue is also an information channel for leaders to receive feedback from the people on the spirit and attitude of performing public duties, thereby making appropriate adjustments to meet the legitimate demands and aspirations of the people. That is the practical benefit in the multi-dimensional relationship of dialogue and contact activities between officials and the people.

Comrade Phan Dinh Dat - Standing Deputy Secretary of Quy Hop District Party Committee said: "With the motto of democracy, publicity, practicality and efficiency, the dialogues from the district to the grassroots have truly created an environment for the government and the people to exchange. The government has the basis to supplement and adjust inappropriate policies and guidelines; promptly and correctly handle specific and practical issues from the grassroots level."
