According to Article 49 of the 2014 Housing Law, the subjects eligible to buysocial housingIf meeting all conditions in Article 51 of the 2014 Housing Law, including:

- People with revolutionary contributions according to the law on preferential treatment for people with revolutionary contributions;

- Poor and near-poor households in rural areas;

- Households in rural areas frequently affected by natural disasters and climate change;

- Low-income people, poor and near-poor households in urban areas;

- Workers working at enterprises inside and outside industrial parks;

- Officers, professional non-commissioned officers, technical non-commissioned officers, professional soldiers, workers in agencies and units of the People's Public Security and People's Army;

- Cadres, civil servants, public employees;

- Subjects who have returned public housing according to regulations are public housing tenants who are no longer eligible to rent housing or move elsewhere;

- Households and individuals whose land is subject to land recovery and whose houses must be cleared and demolished according to the provisions of law but have not yet received compensation from the State in the form of houses and residential land.

4. Conditions for purchasing social housing

According to Clause 1, Article 51 of the 2014 Housing Law, there are 03 conditions to be eligible to buy social housing including:

4.1. Housing conditions

- Do not own a house;

- Not yet purchased, rented or leased to purchase social housing;

- Not yet enjoyed housing and land support policies in any form at the place of residence, study or own a house but the average housing area per capita inhouseholdlower than the minimum housing area.

4.2. Residence conditions

- Must have permanent residence registration in the province or centrally-run city where social housing is located;

- In case of no permanent residence registration, there must be temporary residence registration for 1 year or more in this province or city, except for the case specified in Clause 9, Article 49 of the Housing Law 2014.

4.3. Income conditions

- Not subject to regular income tax according to the provisions of law;

- In case of poor or near-poor households, they must be classified as poor or near-poor according to regulations of the Prime Minister;

- Subjects that do not need to meet income requirements: People with revolutionary contributions; Subjects who have returned public housing according to regulations; Households and individuals whose land is subject to land recovery and must have their houses cleared and demolished according to the provisions of law.
