A series of social housing projects in Nghe An have selected investors, expected to supply nearly 28,000 apartments.

Nghe An has approved the investment policy and detailed planning of 41 social housing projects, expected to provide about 36,000 apartments; of which, 34 projects have selected investors, equivalent to nearly 28,000 apartments.

On the morning of August 16, Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets in the first 7 months of 2025 and the implementation plan for the last 5 months of 2025, and at the same time, discuss adjustments to the assignment of social housing completion targets in 2025 and the following years until 2030.

Co-chairing at the Government headquarters was comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister.

At the Nghe An Provincial People's Committee bridge, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending the conference were leaders of the Provincial People's Committee Office, the Department of Construction and a number of departments, branches and localities.

Proposal to raise income ceiling for purchasing social housing

In 2025, the Prime Minister assigned Nghe An the target of building 1,420 social housing units. To date, the province has completed 2,381 units, and is expected to reach about 2,517 units by the end of the year, far exceeding the assigned target.

Previously, in the period of 2021 - 2024, implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", Nghe An completed 1,675 apartments in 3 social housing and worker housing projects.

The province has approved the investment policy and detailed planning at a scale of 1/500 to implement 41 social housing projects, with a total area of ​​107 hectares, expected to provide about 36,000 apartments. Of these, 34 projects have selected investors (equivalent to nearly 28,000 apartments), while 7 projects have not yet selected investors (about 8,000 apartments).

Social housing projects are planned with synchronous technical and social infrastructure systems such as: nurseries, kindergartens, markets, and commercial centers; when completed, they will basically meet the essential living needs of the people.

Nghe An Provincial People's Committee has publicly announced the list of social housing projects in need of loans from the 120,000 billion VND Credit Program on the Electronic Information Portal so that banks have a basis to apply for preferential loans.

In total, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 units, of which 146 projects have been completed, with a scale of 103,717 units; 144 projects have started construction and are being implemented with a scale of 127,261 units; 402 projects have been approved for investment policy, with a scale of 402,581 units.

Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the investment target of building more than 1 million apartments in the project.

At the conference, leaders of the Ministry of Construction made many important recommendations to the Government and the Prime Minister to create more favorable conditions for people to access social housing policies.

Specifically, the Ministry proposed raising the income ceiling to enjoy the policy: For single people, from 15 million VND/month to 20 million VND/month; for married people, the total income of the couple is raised from 30 million VND to 40 million VND/month.

The Ministry of Construction also proposed to amend the regulations on income confirmation for those without labor contracts, in the direction of assigning the confirmation to the commune-level police. At the same time, the Ministry proposed to reduce preferential loan interest rates for borrowers to buy or rent social housing, in order to increase accessibility and reduce the financial burden for beneficiaries.

Arrange preferential credit packages for officials, civil servants and public employees affected by organizational restructuring.

Speaking at the conclusion of the Conference, Prime Minister Pham Minh Chinh emphasized the urgency of building 1 million social housing units by 2030.

This is a major policy and guideline of profound human significance of the Party and State, stemming from a consistent viewpoint: Not sacrificing fairness, progress, social security, and the environment in exchange for mere growth.

The Prime Minister affirmed that developing social housing is both a political determination and an important task, demonstrating the good nature and superior characteristics of our regime; is one of the key focuses and top priorities in the country's socio-economic development, and needs to be specified in annual targets, 5-year plans and long-term strategies until 2030 and 2045.

“This is a difficult target, but no matter how difficult it is, it must be done, because it is the noble responsibility of the Party committee, government and leaders at all levels,” the Prime Minister emphasized and affirmed that this is an order from the heart, demonstrating cultural traditions, compatriotism, national love and profound humanitarian spirit: leaving no one behind in the process of national development.

In the coming time, facing difficulties that may arise, the Prime Minister requested to be proactive, innovative, and creative in handling them within authority; issues beyond authority must be promptly reported for consideration and resolution.

The implementation process must ensure harmony of interests of the State, the People and enterprises; resolutely not allow negativity and waste to occur, especially not allowing loss or waste of resources, minerals, land, or profiteering during the policy implementation process.

Mentioning a number of tasks that must be done immediately in the coming time to ensure the completion of about 100,000 social housing apartments by 2025, the Prime Minister requested ministries, branches and localities to focus highly on completing the social housing targets assigned by the Government; at the same time, it is necessary to add social housing development targets to the resolution of the Party Congress for the 2025-2030 term.

The head of the Government also requested to review the needs of cadres, civil servants and workers arising from the process of restructuring the apparatus and merging provinces; strongly cut cumbersome administrative procedures; strengthen inspection and supervision; develop measurement and evaluation tools; obtain specific results and real data to determine the level of task completion and responsibility of cadres, especially leaders.

The Prime Minister also assigned and clarified responsibilities for each ministry, sector and locality; at the same time, emphasized the requirement to soon submit to the Government the Project to establish the National Housing Fund, in order to create a stable and sustainable mechanism and resources for the program.

Along with that, it is necessary to arrange preferential credit packages for cadres, civil servants and public employees affected by the organizational restructuring, as well as for young people who want to buy or rent social housing.

The Prime Minister agreed in principle to the 3 proposals of the Ministry of Construction. Specifically: Raising the income ceiling to enjoy social housing policies; Amending regulations on income confirmation for cases without labor contracts, in the direction of assigning the commune-level police to confirm and reduce preferential loan interest rates for buyers or renters of social housing to increase accessibility, reduce financial burden for beneficiaries and require completion before September 15, 2025.
