The implementation of collecting trade union fees in the production and business sector through a common account of the General Confederation at banks aims to ensure correct and sufficient collection, limit revenue loss, publicize and make revenue sources transparent, and distribute revenue sources promptly to trade union levels, making it convenient for businesses to pay 2% of the trade union fee, creating initiative for grassroots trade unions to organize activities to care for the interests of union members and workers.
The work of directing the collection of trade union finances is increasingly innovated and thoroughly decentralized with many methods and ways of organization, so the annual collection rate of Dien Chau always meets and exceeds the assigned target.

Along with improving the method of financial collection, financial and asset work has also been focused on, compliance with accounting regimes and regulations on financial management in the work of assigning estimates, implementing estimates, and finalizing accounts has gradually become routine. At the same time, the work of basic construction has received attention from trade unions at all levels, the capital for basic construction has been centrally arranged, effectively using the state budget support, accumulated trade union financial resources and other support sources.

However, according to comrade Kha Van Tam - ChairmanProvincial Federation of Labor, the work of decentralization, management and use of union finance and assets in the past still encountered limitations. In particular, union finance still lost revenue, enterprises, especially those without union organizations, have not yet collected union funds according to regulations. Accumulated resources have grown but are not strong, unstable, and unevenly distributed; the direction of collecting union funds through the general account of the General Confederation of Labor of some units is not drastic, there is still a phenomenon of being satisfied with the results of collecting funds and union fees, lacking supervision. Along with that, the management of financial resources still occurs in a situation where some units spend negative resources and have to pay in advance for activities from other sources. The distribution is adjusted annually, but is not suitable for the characteristics of some units, especially those with large areas of operation, units with few union members, workers, etc.
Comrade Le Thai Cuong - Chairman of the Vinh City Labor Federation shared more: “The situation of loss of union finance is real, especially the rate of loss of union funds and union fees in non-state enterprises and enterprises without union organizations is still high. The management of union finances in some places is still loose, in fact, in some enterprises there is a situation of “circumventing the law”, not paying full union fees, leading to loss of revenue, and the handling and punishment when enterprises do not pay union fees according to the provisions of law have not been implemented”.

To build a strong enough financial resource to perform well the functions and tasks of the trade union organization in the spirit of Resolution No. 02-NQ/TW "On innovation of organization and operation of trade unions in the new situation".
