Synchronously and comprehensively improve the effectiveness of state management

(Baonghean.vn) - In recent years, administrative reform work has been actively, synchronously and comprehensively implemented by the district government and grassroots in Nghi Loc, gradually improving the satisfaction of people and businesses as well as the effectiveness and efficiency of the State apparatus' management, promoting local socio-economic development.

Identifying the "one-stop" mechanism as a key step in the administrative reform roadmap, the District People's Committee directed the maintenance and improvement of the quality of the Reception and Result Delivery Department at the District People's Committee and communes and towns.

At the district-level receiving and returning results department, the areas of resolution are regularly reviewed in terms of processes and procedures, shortening processing time and avoiding backlog of documents.

Registration of mortgage guarantee using Land Use Right Certificate, assets attached to land, which previously took 3 days, is now resolved within the day; land division took 33 days, reduced to 27 days; re-recognition of residential land limit from 35 days, reduced to 28 days; procedures for granting Land Use Right Certificate from 18 types of documents, reduced to 12 types, processing time from 25 days, reduced to 20 days.

Regarding business registration, the previous time was 7 days, now reduced to 3 days. Regarding basic construction: the process of evaluating construction design and total estimate was previously 15 days, now maximum 10 days; granting individual construction permits, the previous time was 7 days, now reduced to 5 days.

From 2012 to present, Nghi Loc District People's Committee has distributed survey forms 4 times at the District Reception and Results Department. The survey results at the end of 2015 showed that the satisfaction rate of people and businesses with administrative procedures reached over 70% of the target of Phase I of Project 02 set by the District People's Committee.

In addition, the District People's Committee continues to rectify the attitude of responsibility and public ethics of cadres, civil servants and public employees directly handling work directly related to citizens' rights, especially in the fields of land; household registration; social policies, handling petitions, etc.

Along with that, the District People's Committee has developed and included in the set of procedures for agreeing on land use locations, converting land use purposes according to approved planning and coordinating with the Southeast Economic Zone Management Board to create the most favorable conditions for organizations and individuals to confidently invest in production and business in the area.
