Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that this is a revolution in the organization of the apparatus in the political system, so we must be determined, resolute, unanimous, synchronous, simultaneous, and at the same time, comrades.

"A revolution will have advantages, but also many difficulties and obstacles. There needs to be a delay and time to adapt, so we should not be perfectionist or hasty, but must be steadfast and persistent, while doing it we must learn from experience and gradually expand," the Prime Minister emphasized, adding that in this revolution, the Politburo has carefully determined each specific step, but when there is an opportunity, we must move forward in the spirit of speed and boldness, but must win with certainty.

The Prime Minister said that this organizational revolution aims to create new development space and development momentum with a wider, stronger, and more comprehensive scope and target.

However, the most important thing is to transform the state of the organizational apparatus, including Party agencies, government, Fatherland Front, and socio-political organizations, from a passive state of solving people's problems to a creative state, proactively solving people's problems, and serving the people better.

Therefore, the Prime Minister hopes that the two-level local government will quickly transform this state. In which, the viewpoint is determined, state management must plan and create development strategies; build mechanisms and policies to implement strategies; build institutions; establish tools for wide-scale monitoring and inspection with focus and key points.

At the same time, decentralization and delegation of power, along with resource allocation, improving implementation capacity, and eliminating the mechanism of asking for permission. Currently, 152 tasks have been decentralized and delegated by the Government to localities and in the coming time, it will continue to review to continue to strongly decentralize and delegate power to localities, strengthen post-inspection, reduce pre-inspection, reduce harassment and asking for permission.

Emphasizing that the subjects and scope of management in the coming time will be wider, with more work and more complex nature, Prime Minister Pham Minh Chinh requested local Party committees and authorities to promote a higher sense of responsibility, be closer to the people, be proactive, creative, flexible, and responsible to the country and the people to carry out assigned tasks. In the process of implementation, proactively expand the scope of inspection and supervision.

In the leadership of the Party Committee, localities must proactively lead and direct the resolution of new and difficult issues, issues that the people desire and request with a creative and flexible spirit, suitable to specific conditions. Requires a spirit of openness, listening more to the opinions and feedback of the people and businesses to effectively resolve practical issues.

On the other hand, building a close, flesh-and-blood relationship between Party leadership, State management, and People's mastery in the activities of the political system must be concretized, tight, and transparent.

Prime Minister Pham Minh Chinh also requested press agencies to strengthen the dissemination of the Party and State's guiding viewpoints; new and difficult points in the spirit of unity, synchronization, consensus, and comradeship; and receive information from people and businesses.

From now until June 30, Prime Minister Pham Minh Chinh requested local Party committees and authorities to focus resolutely and synchronously on implementing tasks so that after July 1, the two-level local government apparatus will operate smoothly and effectively, bringing benefits and a prosperous and happy life to the people.
